Rulemaking hearing
On October 22, 2025, Employment Security Department (department) filed a CR-102 for Paid Family and Medical leave rulemaking. The proposed rules implement portions of Engrossed Substitute House Bill 1213 regarding job protection, small business assistance grants, and other topics. The rules also include an update regarding Substitute Senate Bill 5191 related to dockworkers as well as one non-legislative rule related to petitions for review. A rulemaking hearing will be held via TEAMs and we encourage anyone interested in the proposed rules to provide testimony.

Expedited rulemaking
On October 22, 2025, the department filed a CR-105 for expedited rulemaking to reference Engrossed Substitute Senate Bill (ESSB) 5525 regarding mass layoffs and business closures in Washington state. The proposed rule amendment refers to chapter 49.45 RCW, where ESSB 5525 was codified.
