Good Morning from Capitol Hill.

Before we dive into this week’s issue, last week's Compass focused on an effort at the United Nations to tax American shipping. President Trump, Secretary of State Marco Rubio, and others won that battle and Secretary of State Marco Rubio recounted ([link removed]) the effort in this Wall Street Journal article.

Now onto this week…

The House remains out of session and the Senate voted Thursday on a Continuing Resolution this week that failed for the 12th time. Interestingly, a vote to pay the troops and some federal workers failed ([link removed]) to pass, with three liberal Senators breaking ranks with their colleagues to vote yes on the measure.

Given the persistence of the liberals in Congress to keep the government closed, we’re focusing this week on one of the branches of government that recently opened for their October term, the Supreme Court. The new October term at the Supreme Court kicked off on Monday, October 6th (interestingly enough, it’s by statute ([link removed]) that the Supreme Court must start the first Monday in October).

The Supreme Court has agreed to hear Wolford v. Lopez ([link removed]) (Wolford), a case further defining the landmark New York State Rifle & Pistol Association Inc. v. Bruen (Bruen) case. In Bruen the Supreme Court affirmed the Second Amendment by acknowledging that there is a right to carry a firearm outside your home in most places and under most circumstances – overturning a New York state handgun licensing law that required New Yorkers who wanted to carry a handgun in public to show a special need to defend themselves.
