Thanks to your action, the U.S. Senate Committee on Commerce, Science and Transportation on Tuesday voted to advance the Pipeline Safety Act update bill -- without including dangerous language that would have criminalized landowner pipeline opposition, including refusing surveyors on your land. [1]
Thank you to everyone who made calls, and sent emails and signed letters to your Senators, your efforts made an impact.
Unfortunately, despite all of our direct outreach to Senators, including the letter Bold sent along with 120+ organizations calling for the addition of landowner protections and basic carbon pipeline safety requirements to the bill, the Committee failed to include any of our recommendations.
But Congress is not finished with the Pipeline Safety Act bill, which may be taken up later either on its own, or bundled into future must-pass legislation like a budget bill. So it's not too late for you to take action!
TAKE ACTION:
1. Call to connect with your members of Congress: (202) 224-3121. Tell them: "Make sure the Pipeline Safety Act bill does not include language like the "Sheehy amendment," which would criminalize landowner opposition to pipelines, like refusing surveyors. Tell them the Pipeline Safety Act should:
- Require pipeline companies to disclose emergency response information -- like the dispersion modeling that estimates how far a CO2 plume would travel in the case of a pipeline rupture -- to first responders, oversight agencies, and the public and communities living nearby when projects are first proposed to pass through them.
- Require pipeline companies to fund local emergency response preparedness and all necessary equipment.

Recognize the rights of state and local governments to set zoning, routing, abandonment, and decommissioning requirements for carbon pipelines.
2. Write a message to your members of Congress: Axe the 45Q Tax Credit for Carbon Capture. CO2 pipeline and "carbon capture" companies are taking advantage of billions in taxpayer dollar giveaways for their projects via the "45Q" tax credit. Tell Congress to eliminate the funding that underpins this unproven technology altogether.
3. Take a few minutes to read this inspirational op-ed that an Iowa landowner wrote in response to the "charm offensive" launched by the newly hired CEO Joe Griffin and management team at Summit Carbon Solutions, in an attempt to save its proposed CO2 pipeline that landowners across five states have been fighting for years.
Jean Kampman is the owner of a Butler County, Iowa Century Farm and stands firmly against granting a voluntary easement or entering into any further dialogue or partnership with Summit Carbon Solutions:

Your August 5, 2025, introductory message does not change the reality of what Summit Carbon Solutions is doing -- attempting to force a deeply unpopular, dangerous, and unnecessary project onto unwilling landowners for the financial benefit of a private company. If you were serious about doing the right thing, you would start by immediately withdrawing your request for an easement on my property, which I will never grant -- not now, not ever..."
