The HHSC Office of Disability Services Coordination (ODSC) is developing the 2027-2028 Promoting Independence Plan. The plan is a two-year strategic plan that supports successful community living for people with disabilities through measurable goals and prioritized strategies.
Stakeholder Summit
The Promoting Independence Stakeholder Summit is an opportunity to provide your input on what to include in the plan.
In-Person Summit
When: Tuesday, Jan. 27, 2026, 9 a.m. to 4:45 p.m.
Where: Austin, Texas
Virtual Summit
When: Thursday, Jan. 29, 2026, 9 a.m. to 4:45 p.m.

Complete the Interest Form to Attend
If you're interested in attending the in-person or virtual summit, complete the interest form.
The interest form is open through Friday, Dec. 12, 2025. Completing the interest form does not guarantee participation.
The summit has a limited capacity. Participants will be selected on a first-come, first-served basis and based on their responses to the interest form. This ensures people with multiple perspectives can participate.
Starting Wednesday, Dec. 17, 2025, ODSC will notify you if you are selected to attend the in-person or virtual summit.

Public Comments
If you are unable to attend the summit or if it reaches capacity, you can provide comments until Saturday, Jan. 31, 2026. Email the ODSC team to provide comments.
Completed Plan
The completed plan will be submitted to the Texas Legislature by Tuesday, Dec. 1, 2026, as required by Senate Bill 367, 77th Legislature, Regular Session, 2011, and Executive Order RP-13.
