Topic: Preproposal (CR-101) – Boiler Rule Updates & Fee Increases (FY27)
Brief Description: The purpose of this rulemaking is to consider amendments to Chapter 296-104 WAC, Board of Boiler Rules – Substantive. The Board of Boiler Rules and L&I review the rules on a regular basis to ensure consistency with national boiler and unfired pressure vessel safety standards and industry practice. This rulemaking is needed to make updates, clarification, housekeeping, and other changes to the rules.
The changes under consideration include:
- Adding and amending definitions to clarify meaning of terms.
- Clarifying inspection requirements for low pressure boilers.
- Extending the inspection interval of boilers for owner/user organizations.
- Establishing new requirements for operation and maintenance of boilers.
- Increasing fees by the fiscal growth factor for fiscal year 2027.

Topic: Proposal (CR-102) – Pension Discount Rate (PDR) 2026
Brief Description: The purpose of this rulemaking is to amend WAC 296-14-8810 Pension tables, pension discount rate and mortality tables, to lower the pension discount rate (PDR) to better align with the rate of return for long term treasuries for self-insured pensions. The PDR is the interest rate used to account for the time value money when evaluating the present value of future pension payments. This rule proposes to lower the PDR for self-insured employers from 5.4% to 5.3% effective April 1, 2026.
