Email from Counter Extremism Project (CEP) Global News on Extremism and Terrorism Eye on Extremism October 20, 2025   Top Stories Times of Israel: Israel says resuming Gaza ceasefire after deadly attack on troops led to massive strikes The IDF announced the resumption of the ceasefire in the Gaza Strip on Sunday evening after a deadly attack on troops in the southern Gaza Strip in the morning, and a subsequent wave of retaliatory Israeli strikes had threatened to shatter the fragile truce. Washington was said to have scrambled to intervene to prevent the US-brokered ceasefire from falling apart, just over a week after it came into effect on October 10. Two Israeli soldiers — Maj. Yaniv Kula, 26, and Staff Sgt. Itay Yavetz — were killed and three others were wounded when Palestinian terror operatives launched an attack on troops in the Rafah area on Sunday morning. The IDF blamed Hamas for the attack, and launched a wave of intense strikes against the terror group in response. Axios: U.S. scrambles to save Gaza peace deal amid new clashes Israel conducted airstrikes in Gaza on Sunday after Hamas militants fired anti-tank missiles at Israeli soldiers, the IDF said in a statement. Why it matters: The clashes were the most serious escalation since the ceasefire came into force. The Trump administration is trying to prevent further incidents that could lead to the collapse of the agreement. What to watch: Vice President Vance, Witkoff and Kushner are set to arrive in Israel this week to push for the implementation of the next phase in the agreement. On the 80th anniversary of the liberation of the Nazi concentration and extermination camp at Auschwitz, the Counter Extremism Project (CEP) launched a groundbreaking initiative—the Auschwitz Research Center on Hate, Extremism and Radicalization (ARCHER) at House 88, the former home of camp commandant Rudolf Höss. ARCHER at House 88 will combat antisemitism, extremism, and terrorism with innovative programs, technology, and advocacy. This work is made possible by the generous support of donors like you. DONATE CEP Mentions Homeland Security Today: EU Report on Radicalization Spotlights Counter Extremism Project’s Role in Fighting Antisemitism A new report from the EU Knowledge Hub on Prevention of Radicalization, titled “Unpacking Contemporary Antisemitism and Radicalisation”, spotlights the deepening links between antisemitic narratives and extremist recruitment and features contributions from the Counter Extremism Project (CEP). The report, produced for the European Commission, examines how antisemitism spreads through online ecosystems and how these narratives feed broader radicalization trends. It includes references to CEP’s research, analyses, and podcasts exploring transnational extremist networks, as well as the organization’s ARCHER initiative, which is transforming the former home of Auschwitz’s commandant, Rudolf Höss, into an international center for education and counter-extremism. The Guardian: Western intelligence agencies eye neo-fascist fight clubs: ‘an international white supremacist movement’ “Intelligence agencies want to be aware of extremist networks that exist in their countries,” said Joshua Fisher-Birch, a terrorism analyst at the Counter Extremism Project, about active clubs, “their potential for current or future violence, and what links they may have to other movements and individuals, both domestically and internationally.” Already, there’s been evidence of that international coordination coming to light. “The neo-Nazi skinhead group the Hammerskins has had members in both the US and Canada, and more recently, the accelerationist groups the Atomwaffen Division and the Base have had members in both countries,” said Fisher-Birch, referring to two other groups that had transnational criminal networks. Dagens ETC: German researcher raises alarm about Active Club’s armament: "A shadow militia" Gun raids in Germany and films of people shooting with AR-15s in Sweden. The Active Club movement has taken steps towards becoming even more radical and violent. German researcher Alexander Ritzmann, from the Counter Extremism Project, warns that the movement may be on the verge of arming itself. It is not a martial arts club, but an emerging shadow militia, he says. DW News: Israeli military strikes series of targets across Gaza CEP Senior Director Dr. Hans-Jakob Schindler interviewed about the clashes between Hamas and Israel and the current status of the deal. WDR: Disarming Hamas: Difficulties in implementation The peace plan for Israel and Gaza calls for the disarmament of Hamas. That will be difficult to implement, says Hans-Jakob Schindler of the Counter Extremism Project: “Hamas has been maneuvering from the outset because it does not want to relinquish power in Gaza.” Analysis Foreign Affairs: Hamas Is Not Done Fighting This is not the first time Hamas has had its back to the wall and had to engage in a strategic reassessment, finding a way to navigate international pressure while preserving its commitment to using violence to undermine its Palestinian rivals and, ultimately, destroy Israel. Thirty-one years ago, Hamas found itself in a difficult position in the wake of the Oslo accords, which began the long “peace process” between Israel and the Palestinian Liberation Organization. Then, as now, Hamas faced the prospect of an Israeli withdrawal from Palestinian territories and a Palestinian governance structure that excluded the group and was committed to its disarmament. The decisions it made at the time offer a preview of how it is likely to operate in the weeks and months to come. CTC Sentinel: Ten Years Later: The Legacy of the Paris Attacks on Complex Coordinated Terrorist Attacks in the West A decade ago, the terrorist attacks in Paris illustrated the risks and challenges posed by complex coordinated terrorist attacks (CCTA) in a Western capital. These marauding attacks, striking multiple scenes in quick succession, were different from the bombing of public transport in Madrid in 2004 and London in 2005. This article explains the evolution of the Western law enforcement response while facing such attacks, and how the 2008 Mumbai attacks and the 2015 Paris attacks led to operational and tactical evolutions in France, the United Kingdom, and the United States. The 2024 Crocus City Hall attack in Moscow demonstrates the continuing threat posed by CCTA outside of the West. CTC Sentinel: The Future of the Illicit Captagon Drug Trade The fall of Bashar al-Assad in Syria in December 2024 may have disrupted large-scale production of the illicit drug captagon, but the trade has, by no means, disappeared from the black market. Instead, a new, post-Assad Syria marks a shift in this illicit trade, from state monopoly over production and trafficking to non-state entrepreneurialism in the captagon trade. The remnants of the captagon trade now lie in the hands of warlords, tribes, prominent families, armed militias, and terrorist organizations seeking to engage in captagon production and trafficking as a lucrative alternative revenue stream. Washington Institute for Near East Policy: “Deradicalization” in Gaza: The Problem, the Solution, and the Measures of Success To ensure the U.S. peace plan meets the long-term goal of a Gaza that is not ruled by Hamas and does not pose a threat to its neighbors, authorities need to combine realistic and measurable achievements with efforts toward disarmament, civilian reconstruction, and changing the public agenda. United States New York Times: U.S. Kills 3 on Boat Suspected of Smuggling Drugs for Colombian Rebels The U.S. military has killed three men and destroyed another boat it suspected of running drugs in the Caribbean Sea, this one alleged to have been affiliated with a Colombian insurgency group, Defense Secretary Pete Hegseth announced on Sunday. It was the seventh boat known to have been attacked since early September as part of the Trump administration’s use of the military to kill people suspected of smuggling drugs as if they were enemy soldiers in a war, rather than arresting them as criminals. The latest strike took place on Friday, and Mr. Hegseth said in a social media post on Sunday that it had targeted a vessel associated with the National Liberation Army, a Colombian rebel group known as the E.L.N. New York Post: US families sue PLO and Palestinian Authority for ‘pay for slay’ scheme handing terrorists millions Pro-Palestinian groups are accused of funding a “pay for slay” program which donated $300 million to the families of terrorists in a new lawsuit, The Post has learned. "With a view to upcoming elections, Merz described the AfD as the "main opponent", as it was not only questioning the policies of former Chancellor and CDU Chair Angela Merkel. "The AfD is questioning the Federal Republic of Germany as it has been shaped since Adenauer and as the CDU has helped to shape it," said Merz. Bloomberg: Germany’s Merz Leans Into Far-Right Messaging to Counter AfD Chancellor Friedrich Merz doubled down on controversial remarks made last week that suggested Germany has too many migrants, as the conservative politician seeks to regain the initiative over the far right. Egypt The Guardian: Egypt expected to lead global stabilisation force in Gaza, say diplomats A European and US-backed UN security council motion to give a planned international stabilisation force robust powers to control security inside Gaza is being prepared, with the strong expectation that Egypt will lead it, diplomats have said. The US is pressing for the force to have a UN mandate without being a fully fledged UN peacekeeping force and will operate with the kind of powers given to international troops operating in Haiti to combat armed gangs. Turkey, Indonesia and Azerbaijan are also being billed alongside Egypt as the main troop contributors. Egypt is still being consulted on whether the force should be a full UN-led operation. Gaza Strip Jewish News Syndicate: ‘Credible reports’ Hamas planning ‘imminent’ attack on Gazan civilians, US says The United States told state guarantors of the Gaza peace deal that there are “credible reports” that Hamas plans an “imminent” attack on Gazan civilians, the U.S. State Department said on Saturday. “This planned attack against Palestinian civilians would constitute a direct and grave violation of the ceasefire agreement and undermine the significant progress achieved through mediation efforts,” the Trump administration said. “The guarantors demand Hamas uphold its obligations under the ceasefire terms.” Times of Israel: Red Cross confirms planned Hamas handover of hostage body at 8 p.m. The Red Cross is preparing for Hamas to hand over the body of a slain hostage tonight at 8 p.m. Israel time, a senior Red Cross official tells The Times of Israel. Hamas politburo member Mohammed Nazzal also said the terror organization was ready for a ceasefire of up to five years to rebuild devastated Gaza, with guarantees for what happens afterwards depending on Palestinians being given “horizons and hope” for statehood. The invitation was denounced by the UK’s Board of Deputies of British Jews and the Jewish Leadership Council, which called Robinson a “thug who represents the very worst of Britain.” Times of Israel: Hamas isn’t acting like a defeated force, which puts the entire Gaza ceasefire at risk Senior Israeli officials mince no words in their rejection of Hamas — and White House — excuses that the terror group is struggling to find or access the remaining bodies. “We know, as a matter of fact, they can easily bring back a significant number of dead hostages and give them back according to the agreement,” said Foreign Minister Gideon Sa’ar on Thursday. Defense Minister Israel Katz, a day earlier, instructed the IDF to prepare plans to return to war if Hamas continues to avoid fulfilling its obligations. In an interview late on Sunday, Bassil stressed that indirect negotiations with Israel should give Lebanon its rights and "a just, permanent, and long-lasting peace". "What is important is that these negotiations don't lead to surrender, our airspace and land and sea borders are constantly violated, and our sovereignty is violated. When Lebanon regains its rights and when it is actually protected, there will no longer be a need for weapons." Yemen The National: Houthis appoint new military chief from inner circle after predecessor killed The Houthis appointed a new military leader on Friday, a day after announcing the death of his predecessor, which Yemen experts say has dealt a major blow to the Iran-backed rebels. Military chief of staff Muhammad Al Ghamari was killed in August "while fulfilling his duties", the Houthis said. Israel's Defence Minister Israel Katz claimed Mr Al Ghamari was killed in an Israeli strike that wiped out most of the Houthi political leadership. His position has been filled by Yousef Al Madani, the Houthi-affiliated Saba news agency said. If Mr Al Ghamari was killed in the attack, experts say this could inflame tension between the Houthis and Israel despite a ceasefire in Gaza. Associated Press: A mysterious airstrip built on a Yemeni island comes as Houthi rebels are increasingly squeezed A new airstrip is being built on a volcanic island in the Red Sea off the coast of Yemen, satellite images show, likely the latest project by forces allied to those opposed to the country’s Iranian-backed Houthi rebels. The airstrip on Zuqar Island provides yet another link in a network of offshore bases in a region key to international shipping, where the Houthis already have attacked over 100 ships, sank four vessels and killed at least nine mariners during the Israel-Hamas war. Pakistan The Diplomat: Pakistan Takes Fight to Afghanistan to Combat Cross-Border Terrorism In a bold move to counter cross-border terrorism, Pakistan last week reportedly launched targeted military strikes inside Afghanistan. The development marked a significant escalation in Pakistan’s response to militant threats from Afghanistan. The immediate catalyst for Pakistan’s reported use of airstrikes in Afghanistan was the death of 11 Pakistani military personnel, including a lieutenant colonel and a major in Khyber Pakhtunkhwa (KP)’s Orakzai district, in a militant attack. According to some reports, Pakistan responded to the attack with targeted airstrikes in multiple Afghan cities, including Kabul, Paktika, and Kunar, where TTP strongholds and leadership were hit. Among the reported casualties were key TTP commanders, including the group’s leader Noor Wali Mehsud.
