The November 4, 2025 general election will feature a special election for seventeen proposed constitutional amendments approved by the 89th Texas Legislature. A constitutional amendment in Texas is a modification or addition to the Texas Constitution, which serves as the state’s fundamental governing document. Adopted in 1876, the Texas Constitution establishes the framework of state government, outlines individual rights, and encompasses other essential principles. Given its comprehensive and lengthy nature, amendments are frequently proposed to update, clarify, or introduce new provisions. Initially, an amendment must be proposed by the Texas Legislature. This requires a two-thirds vote in both the Texas House of Representatives and the Texas Senate, which translates to 100 out of 150 House members and 21 out of 31 Senators. After legislative approval, the proposed amendment is presented to Texas voters in a statewide election, typically held during odd-numbered years in November. For the amendment to be incorporated into the Texas Constitution, it must secure a simple majority, which means receiving over fifty percent of voter support. As of 2024 (the 88th Legislature), the Texas Legislature has proposed a total of 714 amendments. Of these, 530 have been adopted, 181 have been defeated by Texas voters, and three amendments never made it to the ballot.
