The City of Sheridan, Wyoming, will conduct a public meeting at 12:00 PM, local time, on November 19, 2025, in the City Council Chambers on the 3rd floor of City Hall. The purpose of the meeting is to allow citizens to review and comment on the following project: Sheridan Landfill Cell 9 Closure Project. The existing Cell 9 Final Cover consists of 14 acres of waste that will be prepared for closure and capping activities. The final cover design will consist of cover soil atop a geocomposite and geomembrane layer. The project will include construction of access roads, earthwork, geosynthetic liners, stormwater controls, temporary erosion and sediment controls, reclamation, fencing, and surveying associated with the closure of Cell 9. In addition, a cap extension will be done on T678 cells where waste was found outside of the current capped cell, as well as all other pertinence associated with this project.
At the meeting, the City of Sheridan will present the preliminary design of the proposed project and will discuss the estimated cost of the improvements and the plan for funding the improvements. Based on current cost estimates, the City of Sheridan plans to borrow $4,000,000 from the Wyoming Clean Water State Revolving Fund (CWSRF) administered by the Wyoming Office of State Lands and Investments. No increased user fees are anticipated to repay the loans. The loan terms are requesting a 1.25% interest rate for 20 years if principal forgiveness is not available.
