California just passed a law mandating that ads on streaming services match the noise level of the movie or television show being watched, forcing streaming giants like Netflix and Disney to fall in line with federal law.1 Now it's time for other states to do the same.
Corporate greed is hiking up prices for streaming services, forcing people to watch ads that disrupt our viewing experience, and then further ruining our peace by cranking up the volume. It's not just annoying—it's unethical. And it needs to stop.
Together we can pressure state electeds to pass commonsense legislation that prioritizes everyday Americans over corporations and their advertisers. Will you sign the petition?
As more and more streaming services are requiring users to pay a higher fee to avoid watching commercials, subscribers are being inundated with ads that are often blaring at volumes much higher than what they're watching. And these advertisers are paying billions of dollars to get placements on streaming services.2
California's crackdown on excessively loud ads is set to go into effect July 1, 2026—and would cut down on noise pollution that disturbs homes and wakes sleeping children.3 There's no reason other states should not follow suit.
This is not the first time there's been reform around loud ads. In 2010, Congress passed federal legislation called the Commercial Advertisement Loudness Mitigation (CALM) Act to bring quiet commercials to cable television and radio shows after the Federal Communications Commission received more than 130,000 complaints about “excessively loud” commercials.4
Now, streamers must adhere to the CALM Act in California—and leaders nationwide should ensure they're required to do the same in every state. Sign the petition to demand quiet commercials on every streaming platform!
The California legislation was inspired by two parents—Zach and Rachel Keller—whose newborn was woken up by the roar of a streaming platform commercial break. Rachel said even when the couple has "the volume so low that we just have subtitles running," the ad volumes are "ear-piercing."5
And it's not just families with children who are impacted by loud commercials. This is also an accessibility issue. Unexpected ads at high volumes can be difficult for those with sensitivities to loud and sudden noises, like people with autism and tinnitus.6 This is a clear tactic to force viewers to listen to ads—with complete disregard to our well-being.
Our local governments should be passing quality-of-life legislation like in California—prioritizing the needs and concerns of Americans spending their hard-earned paychecks on entertainment over the corporations and advertisers raking in billions of dollars.7
Streaming platforms shouldn't be able to jack up the volume on commercial breaks to please their advertisers at our expense. Will you sign the petition demanding that they be forced to comply with the CALM Act in every state?
