The Department of Social and Health Services (DSHS) Home and Community Living Administration (HCLA) is excited to announce that we will begin the permanent rulemaking process for the delivery of Health-Related Social Needs (HRSN) program services to Home and Community Services (HCS) and Developmental Disabilities Community Services (DDCS) clients funded under the Medicaid Transformation Project (MTP) 2.0, inclusive of:
1. Rent/Temporary Housing;
2. Nutrition Supports;
3. Caregiver Respite Services;
4. Medically Necessary Environmental Accessibility, Remediation, and Adaptation; and
5. Community Transition Services: Personal Care and Homemaker.
In the coming weeks, HCLA will publish additional information about HRSN services in coordination with the Health Care Authority (HCA). In the meantime, please reference the following HCA resources:
1. Health-related social needs (HRSN) services
2. Washington HRSN Services Protocol Approval Letter: We recommend referring to Appendix A, which begins on page 16 for the descriptions of HRSN services, eligibility criteria (inclusive of Medicaid eligibility, and clinical and social risk factors), duration and frequency of services, implementation setting, and provider types.
It is HCLA’s intent to collect and integrate our interested parties’ feedback into the rulemaking process and we look forward to partnering together in administering HRSN services to Washingtonians.
