Step one: Redraw districts to make them as uncompetitive as possible.
Step two: Close primaries so that only the most ideological voters can participate and make their voice heard.
That's what lawmakers in Ohio and Texas are trying to do right now — despite the fact that this anti-democracy maneuver is overwhelmingly unpopular with voters.
