Environmental Review 101: using the submittal service
Join EQB staff for a webinar on using the "EQB Monitor" online submittal service, an essential tool in completing environmental review publishing requirements. This session will cover submittal deadlines, account set up, and step-by-step guidance for submitting notices and documents. Staff will highlight common errors and share troubleshooting tips to help users resolve issues quickly.

*Project description: *The proposed Central Range Public Transportation Building includes a building with offices, garage, repair bays and truck wash for maintenance vehicles. Additional buildings will house salt storage, brine machinery and general storage. A fuel station and gravel storage area will be located outside. Staff parking, fencing, utilities and stormwater treatment facilities will be provided. The facility, which includes a geothermal HVAC system and is designed for roof-top solar, will replace one outdated facility.

*Project description: *The City of Saint Paul is proposing to construct the Mississippi River Learning Center, which would include a multi-use, river-focused space with the Welcome Station atop the bluff along Shepard Road next to Crosby Farm Regional Park. The center would provide year-round environmental learning opportunities and outdoor recreation experiences. The project is located within the City of Saint Paul, Ramsey County, Minnesota.

*Project description: *The Roseau River Watershed District is proposing a multi-component project to restore the hydrology and natural habitats within the Roseau River WMA and Beaches Lake WMA. The project components include the abandonment of State Ditch 69 (SD 69) and SD 72 laterals, meandering and two-stage floodplain establishment of Badger Creek (SD 69 Lateral 1 and 3), and restoring bed and slopes of SD 69 and SD 20. The project will restore hydrology to the large wetland and peatland complexes that make up the WMAs. Following restoration, the natural habitats will regenerate and provide improved functionality, biodiversity, and ecosystem resilience. An additional component includes the construction of the Whitney Lake floodwater impoundment to provide flood damage reduction in the Whitney Lake sub-watershed.

Nelson Mine Backwaters Project [ [link removed] ]

*Project description: *Amrize (formerly known as "Holcim – MWR, Inc" and "Aggregate Industries") currently mines land leased from a private landowner on Lower Grey Cloud Island in Cottage Grove, Washington County, MN, and processes materials nearby. The existing facility will exhaust its current reserves in approximately four years. Amrize is proposing to shift mining operations over a 20 to 25-year period to adjacent private property located in the backwaters area of the Mississippi River between Lower Grey Cloud Island and barrier islands created by the U.S. Army Corps of Engineers. The proposed project would allow Amrize to continue use of their mechanical dredge, processing facilities and barge system to supply the local Twin Cities market with construction quality natural aggregate.

*Project description: *This AUAR study area encompasses an area totaling approximately 403 acres on 28 parcels in the City of Hermantown, St. Louis County, Minnesota. The study area is bounded to the north by Morris Thomas Road, to the east by Midway Road, and to the west by Solway Road. The southern boundary of the study area extends parallel to Saint Louis River Road, approximately 0.25 miles to the north. One development scenario is proposed to be evaluated in the AUAR. The development scenario includes multiple buildings totaling 1.8 million square feet of proposed light industrial development.

MAC Assessment of Environmental Effects 2026-2032 Capital Improvement Program for Airports
*Notice description: *Minnesota Statutes, Section 473.614 requires the Metropolitan Airports Commission (MAC) to prepare an Assessment of Environmental Effects (AOEE) for projects in the Commission's seven-year Capital Improvement Program (CIP) 2026-2032 for airports included in its system. A copy of the AOEE may be downloaded on or after October 14, 2025, online at: [link removed]. Minnesota Duty Officer reports pertaining to fish kills are summarized in the following table, in accordance with 103G.216, REPORTING FISH KILLS IN PUBLIC WATERS, Subd. 2 Reporting Requirement. These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor. They represent the raw data/information provided by callers.
