Major Court Wins Move GOA Members Closer to Full Carry Reciprocity

Dear John,

For several decades, GOA has been fighting for full concealed carry
reciprocity across the country. We’re not there yet—but our lawsuits have
already secured the ability for GOA members to travel armed throughout the
continental United States.

<[link removed]>

Thanks to recent legal victories in New York and California, GOA members can
now get out-of-state carry permits in 49 states—Hawaii being the only
exception. Even better, members can obtain permits in states that don’t
recognize other states’ permits yet. It’s a workaround, but it means a
determined GOA member can legally travel armed almost anywhere in the country.

To be clear: these victories allow non-residents to apply for NY and CA
concealed carry permits. Theydo not force NY or CA to recognize permits from
other states, and theydo not establish nationwide reciprocity.

That’s why GOA is pushing hard for H.R. 38, the Constitutional Concealed
Carry Reciprocity Act. You can take actionhere

Until this legislation passes, encourage your pro-gun friends and family to
join GOA <[link removed]>. Our legal wins generally only apply
to members, so being part of GOA means you’re protected by the victories and
injunctions we’ve fought for on your behalf.

discussing these victories with Newsmax’s Carl Higbie, who was a plaintiff in
our New York case. The victory in ourHigbie case allows all GOA members to
apply for out-of-state permits in New York, which would allow gun owners to
drive from Florida to Maine while armed.

GOA leads the charge to strike down the NFA’s unlawful registration scheme

On Tuesday, Gun Owners of America (GOA) and Gun Owners Foundation (GOF)—along
with our coalition partners and fifteen states led by Texas—filed a motion for
summary judgment
<[link removed]>
in the U.S. District Court for the Northern District of Texas.

We’re asking the court to declare parts of the National Firearms Act (NFA)
unconstitutional and to block the NFA’s enforcement on newly “untaxed”
firearms, including short-barreled rifles, short-barreled shotguns, silencers,
and “any other weapons.” These outdated provisions no longer make sense after
President Donald J. Trump signed the One Big Beautiful Bill Act (OBBB) into law
on July 4, 2025.

Starting January 1, 2026, the OBBB ends the NFA’s tax requirements for these
firearms, leaving behind old registration rules that no longer serve any real
purpose. These leftover regulations go beyond Congress’s taxing power, can’t be
justified under the Commerce Clause, and violate the Second Amendment rights of
law-abiding Americans.

We at GOA are grateful for our coalition of plaintiffs, including the Firearms
Regulatory Accountability Coalition, Silencer Shop Foundation, B&T USA,
Palmetto State Armory, SilencerCo Weapons Research, Brady Wetz, and the fifteen
states led by Texas.
