While the government was on the brink of a shutdown last week, the president was making a rambling speech to military leaders about how he walks on stairs, what wars he’s solved, and how he doesn’t like the design of our battleships.

It was bizarre.

Instead of making meandering comments to our generals, the president should be focused on the real issue at hand: reaching a budget agreement that protects healthcare for millions of Americans.

It's been ten days since Republicans shut down the government, and I’m more determined than ever to reach a budget that reflects our values — one that lowers costs, supports our communities, and protects healthcare for millions of Americans, including the nearly 20,000 Pennsylvanians in my district.
