Dear Friends,
We write to you with more updates on significant developments in the immigration landscape over the last couple months. Changes at the federal level continue at breakneck speeds, and the volume can sometimes be overwhelming:
The administration stepped up efforts to target not only undocumented people, but also those who disagree with ICE’s tactics or existence, attempting to criminalize protest.
A $1.26 billion ICE detention center was approved for Fort Bliss, TX. It began operations in September and can hold up to 5,000 detainees in its tents.
The Supreme Court’s ruling in Trump vs. CASA brought the administration’s plans to end birthright citizenship closer to becoming a reality.
A Los Angeles court found that DHS racially profiled its residents during violent raids and other actions conducted in the county. The Supreme Court later opened the door to racial profiling in immigration arrests.
A growing number of countries, including Rwanda, have agreed to be third country deportation sites for the US.
As ICE detention centers have exceeded capacity and more are rapidly being built, already inhumane conditions are further deteriorating.
The administration has attempted to end Temporary Protected Status (TPS) for Nepal, Honduras, Nicaragua, Venezuela, and Syria. Lawsuits have been filed in some cases with pending outcomes.
DHS is considering opening an ICE detention facility in Appleton, MN at a former prison site.
The National Guard was deployed to multiple states to assist with immigration enforcement and “crime.”
The administration attempted to quietly deport 76 Guatemalan children in the middle of the night.
600 military lawyers have been authorized to serve as immigration judges.
USCIS will no longer accept money orders or checks, only credit card of ACH bank payments, after October 28.
DHS has access to powerful spyware that can hack into encrypted apps on phones, a surveillance tool that should alarm everyone.
ICE has leased out part of the notorious Louisiana State Penitentiary, the largest maximum-security prison in the US, to detain up to 400 immigrants.
DHS has barred natural disaster aid groups that receive federal funds from assisting undocumented people.
DHS conducted the largest single-site enforcement operation in its history, raiding a Hyundai-LG plant in Georgia and arresting 475 people, most of whom are South Korean citizens.
USCIS has employed armed “special agents” to conduct immigration enforcement with the authority to use deadly force.
Federal agents continue to attack anti-ICE protestors in Los Angeles, Chicago, DC, Portland, and elsewhere across the country.
While these developments are concerning to say the least, we are grateful for those around us who inspire with their bold actions. Thanks to generous support from our community, we are responding to these compounding crises by bolstering our Community Defense team. By the end of the year, we aim to hire [link: [link removed]] a social worker, community outreach and education staff attorney, community defense staff attorney, and community defense legal assistant. The addition of these staff members will enable the Immigrant Law Center of Minnesota (ILCM) to meet the needs of more community members.

Success stories
In September, five ILCM clients became naturalized citizens. Longtime Minnesota residents Sebastiana, Alberto, and Corina were among those who received citizenship last month. Congratulations, and shoutout to Martha and Laueh, ILCM legal staff in Moorhead and St. Paul, for their amazing work!
