On September 25, 2025, the President released National Security Presidential Memorandum-7 (NSPM-7), titled “ Countering Domestic Terrorism and Organized Political Violence .” This memo contains broad and vague language that could allow government agencies to monitor or penalize individuals and groups based on their beliefs rather than their actions.
Terms like “anti-American,” “anti-capitalist,” and “anti-Christian” are so loosely defined that peaceful advocacy organizations, religious communities, or critics of government policy could be subject to investigation—even if they have no connection to violence of any kind. In our current political environment, it means partisan finger-pointing and extremism can be elevated from a difference of opinion to political retribution and punishment with no due process.
This raises serious constitutional questions about freedom of speech, religion, and association. It is essential that elected officials provide oversight before this policy is implemented further.
