Blue Spruce Operating, LLC (BSO) filed an application for the construction and operation of the Dry Piney Helium and Carbon Sequestration Project (Project). Project components will consist of production and water disposal wells and well pads, pipelines, access roads, acid-gas injection wells and well pad, an in-field power generation facility, and a natural gas processing facility. The proposed gas gathering pipeline corridor will transport raw gas from the gas production well pads to the natural gas processing facility. BSO will bring to market components of the inlet raw gas stream, including helium, liquid nitrogen, and methane. Helium will be transported by truck and methane will be transported by existing pipeline to interstate pipeline networks. Byproducts, including produced water and acid-gas containing carbon dioxide (CO2) and hydrogen sulfide (H2S), will be produced, transported via new pipelines, and reinjected for permanent sequestration. The Project will be located approximately 10 miles northwest of La Barge in Sublette County, Wyoming. The address assigned to the Project is 296 Graphite Hollow Road, Big Piney, Wyoming 83113.

Notice of Opportunity to Observe Pre-hearing and Permit Hearing
Notice is hereby given that a pre-hearing will be conducted regarding the above captioned permit application at 9:00 AM on October 14, 2025, at the LaBarge Community Center, 222 West 4th Avenue, LaBarge, WY 83123.
Notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on the application for a permit for the Dry Piney Helium and Carbon Sequestration Project, beginning at 9:00 AM on October 28, 2025, and may continue, as needed, on October 29, 2025, at a time determined by the Council, at the LaBarge Community Center, 222 West 4th Avenue, LaBarge, WY 83123. The Council will consider the applicant’s request for a permit pursuant to the provisions of the Industrial Development Information and Siting Act (W.S. 35-12-101 et. seq.) and the rules and regulations adopted thereunder.
Persons desiring to make a limited appearance statement, may submit a written statement as provided by W. S. 35-12-111(c). Limited appearance statements must be received by the Division no later than October 27, 2025 or handed to the presiding officer at the permit hearing on October 28 or 29, 2025.
Please note: An internet search for the address for the La Barge Community Center states the building is located at 217 West 4th Avenue, La Barge, Wyoming 83123. However, the La Barge Community Center is located a block south of the La Barge Town Hall.
