The Internal Revenue Service now has a “CEO.” That title and job has never existed in American history.[1] It was created out of thin air by the Trump administration without congressional authorization.
Frank Bisignano, who still serves as Social Security Commissioner, has been placed in this new role. Treasury Secretary Scott Bessent says Bisignano will oversee all daily IRS operations. In practice, this gives one unelected official control over both agencies.
The position was never approved by Congress, and the Senate had no opportunity to confirm or question the appointment. It was created to avoid oversight and to sidestep the confirmation process entirely.
Every major government appointment is supposed to face Senate review to ensure public accountability. Trump’s administration has simply erased that safeguard. If this scheme stands, any president could invent new positions and install loyalists to bypass the law.
The Senate Finance Committee must not allow this to go unchallenged. This decision reshapes the chain of command at one of the most powerful federal agencies, the one responsible for enforcing the tax laws that apply to the wealthy, to corporations, and to the president himself.

If the IRS is run through an invented role that evades confirmation, there is no limit to what political influence could follow. The agency could end investigations into wealthy donors, redirect enforcement priorities away from tax evading corporations, or share taxpayer data across departments without consent.
Congress must assert its constitutional authority. The Senate must require Bessent and Bisignano to explain under oath who approved this, what legal grounds were used, and how they intend to separate political influence from tax enforcement.
The pattern is unmistakable: Trump has used the Treasury and IRS to protect his allies and punish his critics. Giving one person authority over both the IRS and Social Security expands that control to an unprecedented level.
This moment calls for decisive oversight. The Senate Finance Committee must restore accountability before the nation’s tax enforcement system becomes another political weapon.

The Trump administration has quietly created a new position at the IRS that does not exist in law.[1] Treasury Secretary Scott Bessent announced that Frank Bisignano, the current Social Security Commissioner, will now serve as “CEO of the IRS.” That position has never existed. It was not created by Congress. It does not appear anywhere in federal statute.
By inventing a new title, Trump has handed control of the IRS to one of his political allies without going through the Senate confirmation process required for the IRS Commissioner. Bessent remains the “acting commissioner” while Bisignano runs the agency’s day-to-day operations.
This arrangement is an attempt to sidestep the Constitution’s requirement that the Senate confirm major executive branch appointments. It gives Trump direct control over an agency that enforces the tax laws that apply to him and his donors. The public has a right to know who authorized this, what legal authority was used, and whether any internal objections were raised by Treasury or IRS officials.

The Finance Committee’s duty is clear. They must call Scott Bessent and Frank Bisignano to testify. Make the administration explain this circumvention of the law and reaffirm that no one is above congressional oversight.
