Boundary Line Adjustment Code - Public Comment Period Now Open
*PORT ORCHARD, Wash.* –
Kitsap County is seeking public input on the draft Boundary Line Adjustment (BLA) code and related code revisions.
A Boundary Line Adjustment allows property owners to move or adjust lot lines between neighboring properties without creating new lots. State law (RCW 58.17.040(6) [ [link removed] ]) requires counties to regulate BLAs through local codes.
Currently, Kitsap County is the only county in Washington without a dedicated BLA code. This gap has created challenges such as:

Nonconforming or improperly sized lots
*
Attempts to avoid subdivision requirements
*
Lack of legal access to adjusted parcels
*
Adjustments made across rights-of-way or jurisdictional boundaries
To resolve these issues, the County is developing a clear, consistent BLA code that aligns with state law and ensures fairness, predictability, and protection of the public interest. The new code will:

Establish uniform application and review standards
*
Prevent misuse of the BLA process
*
Maintain compliance with zoning and access requirements
*
Provide a straightforward path for property owners to adjust lot lines
