The Crisis in New York City’s Project-Based Rental Assistance Program

Hundreds of privately-run buildings across New York City collect federal subsidies under Project-Based Rental Assistance, which helps low-income tenants afford housing. But residents & advocates say the program, which helps some 100,000 New Yorkers pay their rent, has major flaws. 

City Limits' investigation reviewed audits for over 400 PBRA buildings around the city, and found that paperwork errors on the part of property managers are shockingly common—and can result in residents losing their subsidies, or even facing evicted.

These buildings are also aging: there’s an open code violation for every fourth PBRA unit, and one-quarter of the city’s PBRA properties had a life threatening health and safety deficiency noted. Tenants say they have little recourse, and are given the runaround when they complain about their rent and repairs.
