Public Sector Employment Study

In 2019, Governor Walz issued Executive Order 19-15 which established a goal to raise the employment of people with disabilities in state government from 7% to 10%. This goal has been achieved according to the Minnesota Management and Budget department.

The Governor's Council on Developmental Disabilities contracted with MarketResponse International to conduct interviews and survey state government supervisors and managers. The in-depth interviews were conducted with 15 DEED staff, 4 contractors, and 7 state agency hiring managers. The in-depth interviews were supplemented by a quantitative survey of 56 Department of Administration managers, supervisors, HR staff, and senior leaders.

Among the study recommendations are the need for continuous training about employment of people with disabilities; a commitment of leadership to employment of people with disabilities and ensure proper onboarding of employees with disabilities and ongoing support.
