New Zealand=E2=80=99s rapidly growing space and advanced aviation sectors h=
ave been on show at the 76th International Astronautical Congress (IAC) in =
Sydney this week and as the Space Minister I was excited to be there.=C2=A0
=C2=A0
I spoke at the International Astronautical Federation=E2=80=99s Ministers a=
nd Members of Parliament meeting in the New South Wales Parliament and at a=
n Australasian Space Innovation Institute event. I was promoting New Zealan=
d=E2=80=99s innovation in space research and development, manufacturing, la=
unch services and satellite technologies and some of New Zealand=E2=80=99s =
most exciting space companies were with me as part of the New Zealand deleg=
ation.
=C2=A0
In 2024, our space sector supported 17,000 jobs, with total estimated reven=
ue of $2.68 billion - a 53 percent increase across five years. The space se=
ctor and advanced aviation sector offer huge potential to grow our economy =
and improve the lives of New Zealanders, and we have set an ambitious targe=
t of doubling the size of both sectors by 2030.
=C2=A0
Following on from IAC, our largest aerospace conference, the New Zealand Ae=
rospace Summit 2025, is being held in Christchurch on 8 October.

These two major industry events hosted right here in Australasia underscore=
just how pivotal this region has become in shaping the future of space and=
aviation.

I am proud of the plethora of talent, ambition and momentum confidently dri=
ving these space and advanced aviation sectors.
=C2=A0
Education takes a leap forward
=C2=A0
My colleagues in Parliament have also been busy introducing new methods and=
funding, none more so than Hon Erica Stanford Minister for Education.

At a recent meeting in the Papakura Electorate, she filled the participants=
with hope for the youngest members of society who have recently started sc=
hool and those now in intermediate or secondary school. Over the last 12 mo=
nths teachers have received professional training to support teaching a new=
curriculum that focuses on literacy and maths. The new curriculum recognis=
es the importance of these subjects as the foundations of learning and succ=
ess in later life.

Minister Stanford thanked the Minister of Finance Nicola Willis for providi=
ng the large budget for funding for this and many other changes like those =
planned for senior students around NCEA qualifications, while maintaining a=
value for money approach but not a programme of austerity, as education is=
something New Zealand=E2=80=99s children need and deserve.
=C2=A0
The support of Minister of Finance Nicola Willis has allowed Minister Stanf=
ord to announce that the Government is accelerating investment of $413 mill=
ion in school infrastructure with the dual purpose of improving school faci=
lities across New Zealand and providing ongoing work for trades like plumbe=
rs, electricians, roofers and builders.

The plan is to accelerate school maintenance so it occurs over the summer w=
ith $250 million expressly destined for rural and isolated schools and $58 =
million for general maintenance across the board. The final $100 million wi=
ll be spent over 5 years on the Supplementary 5-Year Agreement (5YA) proper=
ty maintenance funding which is additional to the $250 million already comm=
itted.

This expenditure will be widely effective as the Government=E2=80=99s initi=
ative to cut the cost of a classroom down to $620,000 using a generic plan,=
off-site manufacture and standard materials, will speed up delivery and ha=
lve material costs so more work can be done across more schools.

Minister Stanford also noted that positive change for New Zealand is happen=
ing with the Resource Management Act reforms that have already enabled cons=
ent for the Ports of Auckland project and a land package for Nelson as exam=
ples.=C2=A0

She also referred to the Agriculture sector which is once again providing e=
xcellent returns from its overseas exports, greatly helped by the work that=
Hon Todd McClay is doing to secure new agreements with Saudi Arabia, UAE, =
Singapore and Switzerland.

Restoring democracy to Auckland=E2=80=99s transport

I am pleased to pass on news of the most significant reforms to transport i=
n Auckland since 2010. These will restore democratic accountability and ens=
ure Aucklanders can hold their elected representatives responsible for tran=
sport policies and they are the work of Transport Minister Chris Bishop, Au=
ckland Minister Simeon Brown, and Auckland Mayor Wayne Brown.

Under the reforms, responsibility for most transport functions will shift f=
rom Auckland Transport to Auckland Council, including all policy and planni=
ng work. The Council will become the road controlling authority and it will=
deliver transport capital projects and transport infrastructure=E2=80=99s =
ongoing maintenance.
Auckland Transport will become a council-controlled-organisation so it can =
focus on its core role of delivering high-quality public transport services=
for Aucklanders.

The Local Government (Auckland Council) (Transport Governance) Amendment Bi=
ll establishes an Auckland Regional Transport Committee, comprised of equal=
numbers of Auckland Council elected members and Ministerial appointees wit=
h an independent chair.=C2=A0

The Bill has passed its first reading and is expected to pass into law in M=
arch 2026 with the new arrangements expected to be in place by September 20=
26 or earlier. =C2=A0
