Survey findings will inform commissioners as all departments and offices address structural budget challenges
PORT ORCHARD, Wash. – Kitsap County today released results from the National Community Survey conducted this summer, providing valuable resident feedback as commissioners and all County departments and offices work collaboratively to address an $8 million structural budget deficit while maintaining essential services.
The survey identified six key takeaways:
- Most residents experience a high quality of life in Kitsap County.
- Safety ratings reflect positive resident experiences in Kitsap County.
- Residents identify affordability as an area of concern.
- Residents give high marks to transit services, but rate other alternative modes lower than comparison communities.
- Ratings for community design score below benchmark comparisons.
- Community engagement opportunities receive positive feedback.
"Community input is invaluable as we navigate difficult budget decisions," said Christine Rolfes, chair of the Board of Kitsap County Commissioners. "All departments and offices in the County are committed to finding solutions that preserve the services our residents need and rely on."
As outlined in the commissioners' June editorial, the County faces ongoing structural budget challenges driven by revenue constraints and rising operational costs. Personnel expenses represent more than 70% of the General Fund budget, while mandated services costs continue to climb.
The survey results will be incorporated into ongoing budget deliberations throughout the fall, with multiple opportunities for public engagement scheduled.
All County departments and offices are developing cost-reduction strategies while working to maintain service levels. A temporary hiring freeze implemented in June remains in effect through Dec. 31, 2025.
Upcoming public engagement opportunities:
- Oct. 13: Public comment during Regular Business Meeting, plus presentation on submitted budget
- Oct. 20: Budget discussion (11 a.m.-12:30 p.m.)
- Oct. 27: Public comment during Regular Business Meeting and final budget summary (2:45-4 p.m.)
- Dec. 1: Official Budget Public Hearing (RCW mandated)
- Dec. 8: Final budget adoption
