Email from Alaska Senate Majority Legislative Council Update As a member of the Joint Legislative Council Committee, I attended the September 10 meeting where the council, acting on behalf of the Alaska Legislature when not in session, voted to authorize potential litigation against Governor Mike Dunleavy. Background The issue centers on the Governor’s executive order to create a cabinet-level Alaska Department of Agriculture. The Legislature rejected the original order in March 2025. Despite that, the Governor issued a similar order during an August special session. The key legal question is whether a governor can reissue an executive order already rejected by the Legislature, especially during a special session. Constitutional Context Under Article III, Section 23 of the Alaska Constitution, the Legislature has 60 days of a regular session, or the full session, if shorter, to approve or reject such orders. Legislative leaders argue the Governor exceeded his authority by reissuing the order and doing so outside of a regular session. Legislative Council voted 9–2 to authorize up to $100,000 for legal services to prepare and possibly file a lawsuit. The goal is to clarify whether the Governor’s action is valid under the constitution. My office will continue to share updates as more information becomes available. During the first two weeks of September, I had the honor of attending two major events: the 2025 NOBEL Women 40th Anniversary Annual Legislative Conference and the NCSL Wireless U Conference. The NOBEL Women Conference was especially meaningful. NOBEL stands for the National Organization of Black Elected Legislative Women, an organization with more than 40 years of leadership and service. Today, NOBEL Women represents 385+ members across 43 states. The conference brought together a powerful network of legislators, policy experts, and community leaders. I had the pleasure of hearing from many inspiring speakers who shared their insights on issues ranging from healthcare equity and economic development to technology access and civic engagement. The conversations were not only motivating but also a reminder of the importance of collaboration and representation in shaping policy. At the NCSL Wireless U Conference, I participated in a variety of sessions focused on the role of wireless technology in shaping the future of communication, infrastructure, and public policy. These discussions highlighted the challenges and opportunities facing states as they work to bridge the digital divide and ensure communities are connected, informed, and empowered. Both conferences provided valuable learning opportunities and connections that I look forward to bringing back into my own work. They served as a reminder of how vital it is to continue engaging in national conversations, sharing ideas, and building solutions that serve our communities. Legislative Budget & Audit Committee On September 12, the Legislative Budget and Audit Committee, which I chair, met to continue our oversight work on behalf of Alaskans. We approved the release of several state board audits and sent two more out for agency feedback. In executive session, members also received an update on the ongoing audit of the state’s oil and gas production tax process. While that audit must remain confidential until its formal release, we know many Alaskans are following it closely, and we appreciate your patience as the work continues. The Committee will take up more oversight matters when we meet again in November. The Work Continues On Wednesday, September 24th, I had the honor of joining my colleagues, Rep. Andrew Gray and Rep. Alyse Galvin, to celebrate the Anchorage Neighborhood Health Center’s 50 years of service to our community. For five decades, this health center has provided essential care to those who need it most. A heartfelt thank you to everyone who has made this work possible, including CEO Lisa Aquino, who received a surprise citation in recognition of her tireless dedication and inspiring leadership. Her commitment is a powerful example of what it means to serve a community. On September 22nd, my staff and I were honored to attend a tour of the Division of Vocational Rehabilitation, where we learned about the services they provide, as well as meeting the employees who assist our disabled community in finding jobs. This division is supported through federal funding and are responsible for helping individuals with disabilities enter the workforce. I want to thank everyone at DVR for this educational tour. If you know someone with a disability who is looking to return to work, I encourage you to reach out to the highly capable team at the Division of Vocational Rehabilitation. On September 17th - 19th, I attended the NCSL Youth Homelessness Fellowship in Kansas City, Missouri. It was an incredibly impactful experience. Surrounded by passionate advocates and policy leaders from across the nation, I gained valuable insights into innovation strategies and real-world solutions aimed at addressing youth homelessness. I'm excited to bring these lessons back to Alaska, where they can help inform our local efforts to support vulnerable youth in our communities. National Association of Social Workers - AK Chapter  I'm incredibly honored to be named one of the 2025 Legislator of the Year by the National Association of Social Workers. This recognition truly belongs to the social workers who show up every day with compassion, strength, and commitment to justice. They don't do it for awards; they do it because people need them. I'm proud to stand with them and will keep working to support the values they bring to our communities every day. I also want to congratulate my colleagues, Representative Andrew Gray and Senator Loki Tobin, who were also recognized at this event. Thank you, NASW! Events Around Town Events Happening in Anchorage During October Alaska Federation of Natives (AFN) Convention Held from October 16–18 at the Dena’ina Civic & Convention Center, this large gathering of Alaska Native people features cultural performances, workshops, and discussions. Zombie Half Marathon Scheduled for October 11 at 2811 UAA Drive, this fun community event encourages participants to run in costume. The registration fee is $50. Scenic Drives October is a perfect time to enjoy Alaska’s vibrant fall colors. Consider a drive to Girdwood, Seward, Whittier, or the Mat-Su Valley to take in the stunning seasonal scenery. Interim is Still Here! During the interim, our work continues. My staff is in the Anchorage office Monday through Friday, from 9:00 a.m. to 5:00 p.m. I am typically in the office from 11:30 a.m. to 5:00 p.m., unless I have an earlier meeting scheduled with constituents. The interim is a valuable time to develop new legislation, refine bills previously introduced, and meet with stakeholders to educate, gather input, and build support for policies that benefit both my constituents and the broader community. It’s also an opportunity to attend community events, visit local facilities, and prepare for the upcoming legislative session, which always comes faster than expected.
