Biennial Transmission Projects Report and Grid Enhancing Technologies Plans Review

The Minnesota Department of Commerce (“Department”) seeks proposals from qualified organizations or individuals to assist in the review of the upcoming Biennial Transmission Projects Report (“BTPR”) and Grid Enhancing Technologies (“GETs”) plans filed by utilities.
Utilities will file the BTPR in Docket No. E999/M-25-99 on November 3, 2025. The plan will review in excess of 150 different transmission inadequacies, and the Department intends to review parts of the plan that are not part of an external review. A subset of the 14 utilities will also file a new evaluation of Grid Enhancing Technologies (GETs) plans as a solution for areas of forecasted high congestion. Engineering expertise is needed to review a select number of transmission inadequacies and the GETs plans.
A Request for Proposal (“RFP”) and required forms are available to view and download on the Minnesota Department of Commerce’s RFP website at https://mn.gov/commerce/business/rfp.jsp.
Proposals must be submitted to [email protected] by no later than Monday, October 20, 2025 at 5:00 PM CDT. Instructions for submitting proposals are detailed in the RFP. Late proposals will not be considered.
This request does not obligate the State to complete the work contemplated in this notice. The State reserves the right to cancel this solicitation. All expenses incurred in responding to this notice are solely the responsibility of the responder.
