The Texas Department of Licensing and Regulation proposes changes to the rules at 16 TAC, Chapter 60, Procedural Rules of the Commission and the Department. The Department requests comments on the proposed rule changes and information related to the cost, benefit, or effect of the proposed rule changes, including any applicable data, research, or analysis.

*What are the proposed rule changes?*

The proposed rule changes:


* Implement House Bill 11, 89th Legislature, Regular Session (2025).
* Add the power for TDLR to enter into agreements with other states that have substantially equivalent license requirements, to enable applicants from each state to obtain a license in the other state.
* Give TDLR sole discretion to decide if another state’s license requirements are substantially equivalent to those of TDLR.
* List the criteria TDLR will use to compare the license requirements of other states to those of TDLR.
* List the minimum requirements a license applicant from another state must satisfy to get a TDLR license even if a reciprocity agreement is in place with that state.

The proposed rule changes will be published in the Proposed Rules section of the Texas Register on *October 10, 2025*. To locate these proposed rule changes on or after that date just follow these steps:
