Republicans in Congress have proposed an impossible choice: Support their partisan spending bill that continues to take away even more health care from millions of Americans or risk a government shutdown—and figure it out by tomorrow night.

Republicans currently control the U.S. House, U.S. Senate, and the Executive Branch—and right now, our country is in the midst of a health care crisis that is only getting worse. This summer, Republicans in Congress passed a Big, Ugly Budget Bill that slashes $1 trillion from health care, stripping coverage for over 15 million people. [1] Hundreds of hospitals, nursing homes and community-based health clinics will close all across the country, particularly in rural America. [2]

Not only will people lose their health insurance altogether, but millions more will be stuck paying much higher prices to keep their coverage. In fact, 24 million Americans who rely on Affordable Care Act (ACA) Marketplace coverage will soon face skyrocketing costs when enhanced tax credits—an essential program that makes care affordable—expire at the end of 2025. [3] On average, premiums could increase by more than 75 percent. [4]

At the same time, Republicans in Congress are pushing budget cuts that severely weaken our public health infrastructure. They have shut down medical research—including critical research for children with cancer, they are threatening vaccine availability, and they are slashing funding for the National Institutes of Health and the Centers for Disease Control. [5]

This is a big deal. Democrats in Congress have asked Republicans to work together and negotiate a solution to avoid a government shutdown. Yet, Republicans have only doubled down, threatening a shut down until Democrats back their partisan plan to rip away health care from millions.

A government shutdown is not a negotiating tactic—it’s a real threat to the livelihoods and wellbeing of millions of people, to our communities, and to our economy. It will disrupt the jobs of millions of workers, individuals, and businesses. [6] Federal employees’ paychecks will be paused, at the same time as everyday costs are skyrocketing. People navigating government services and benefits systems will face long wait times or no assistance at all while trying to access services they are entitled to receive. Essential government services may be stopped.

We don’t need a spending bill that guts our health care systems; we need one that keeps hospitals open, makes essential health care affordable and accessible, and saves our health care system. We don’t need dramatic increases in health care costs; we need the permanent renewal of ACA tax credits to keep coverage within reach. We don’t need more attacks on scientific research, including devastating cuts for childhood cancer research; we need fully funded scientific institutions that can protect our health and save lives.

Our country is facing an urgent and worsening health care crisis that must be addressed immediately in the Fiscal Year 2026 spending bill. Already, as a result of the budget bill earlier this year, $1 trillion was cut from health care, which will strip coverage from over 15 million people. With the ACA enhanced premium tax credits set to expire at the end of the year, 24 million Americans will soon face skyrocketing health care costs, with premiums expected to increase by an average of 75 percent. So not only will millions of people lose their health insurance altogether, but millions more will be stuck paying sky-high prices to keep their coverage.

Families are also bracing for budget cuts that severely weaken our public health infrastructure, shut down medical research—including critical research for childhood cancer, threaten vaccine availability, and slash funding for the National Institutes of Health and the Centers for Disease Control.

This is a betrayal of Americans and their families. Polls show bipartisan support of health care access. Over 50,000 people will die from these actions if not reversed. Families need a spending bill that keeps hospitals open, makes essential health care affordable and accessible, extends ACA premium tax credits, and fully funds scientific research and institutions that can protect our health and save lives. We urge you to avoid a government shutdown and pass a spending bill that will reverse the damage of these devastating cuts to health care, lower rising costs, and save our health care system.
