Dear John,

I am writing to provide a quick update on what Abigail has been working on these last few days on Capitol Hill. Here's the recap: 

Allegations of Russian Bounties

There have been stunning reports in the news about a reported Russian effort to put bounties on the heads of American service-members and personnel in Afghanistan. On Tuesday, Abigail went to the White House with a small group of colleagues to discuss the potential threats and U.S. response.

There is still more to be learned about these allegations, but a particularly troubling aspect is that we still have not seen a full-throated denunciation coming out of this White House against Russian aggression. Abigail wants to see this president and this White House administration say that they’ll get to the bottom of these disturbing reports. 

We must find out more about these reports, and we must do so quickly. It is potentially life and death for our servicemen and women deployed overseas in harm’s way.

Broadband Funding

This week, the House passed landmark broadband funding legislation as part of the Moving America Forward Act, as well as Abigail's amendment to improve high-speed internet speeds in our rural communities. It's exciting to see this legislation advance, because closing the digital divide and keeping Central Virginia students and businesses competitive is one of Abigail's top priorities in Congress. 

Abigail knows that our national infrastructure conversation must include a strong discussion about how we actually expand high-speed internet across rural and underserved communities. High-speed internet access is fundamentally an issue of economic and educational opportunity.

Carbon Trading for Farmers

For generations, Central Virginia farmers and foresters have participated in USDA’s voluntary conservation programs, and they understand what it means to be responsible stewards of the land.

Last week, Abigail joined Congressman Don Bacon (R-NE) in introducing the Growing Climate Solutions Act. This bipartisan legislation would help farmers and producers gain greater access to the carbon marketplace. This bill would provide market-based incentives to farmers who embrace climate-friendly practices — a commonsense step in the fight against the climate crisis. This bill would reduce barriers to market entry and promote sustainable farming practices by providing new support at the USDA and bringing technical assistance to those wishing to enroll in the carbon marketplace or begin other efforts related to on-site energy generation, carbon sequestration, or grassland management.
