Email from Rep. Carter My work in TX-31 and Congress   Dear Texan, I wanted to provide you with an update on my work for Texas' 31st district in the United States House of Representatives. ON THE DOCKET: Service Academy Forum Honoring the Life and Legacy of Charlie Kirk Continuing Resolution Congressional App Challenge THE BRIEF: President Donald Trump on Friday said he will meet with Chinese President Xi Jinping in South Korea next month following a "very productive" phone call. The House overwhelmingly passed a resolution honoring conservative activist Charlie Kirk on Friday, but a significant number of Democrats voted against it, highlighting the deepening political divide in the wake of his assassination. In a highly anticipated move, the Federal Reserve lowered interest rates Wednesday by a quarter point. SERVICE ACADEMY FORUM Last weekend, Congressman Pete Sessions and I hosted the annual Service Academy Forum. Over one hundred students interested in serving in the United States military attended to learn about the nomination and appointment process. It was inspiring to see these young people eager to serve our nation. The deadline to apply for a nomination through my office is October 3, 2025 at 5:00 pm. For more information, click here. HONORING THE LIFE AND LEGACY OF CHARLIE KIRK Today, I voted YES on H. Res. 719, Honoring the Life and Legacy of Charles "Charlie" James Kirk. This resolution condemns his assassination and honors Charlie's legacy of free speech. Unlike back in June, when every Republican voted to condemn the murder of two Minnesota Democratic lawmakers, 58 Democrats voted NO, and 38 refused to vote today. CONTINUING RESOLUTION Today, I also voted in favor of Trump-backed H.R. 5371, the Continuing Appropriations and Extensions Act, to keep the government open while Congress continues to negotiate fiscal year 2026 appropriations bills. The fiscal year ends September 30th, and if a funding solution is not passed, the government will shut down. This bill is a clean extension until November 21st, providing the necessary runway to continue the progress already made on appropriations. CONGRESSIONAL APP CHALLENGE It's time to register for the Congressional App Challenge! The CAC is an opportunity to recognize the talented young coders in Texas' 31st district, highlight the importance of STEM education, and support innovation.
