Latest Updates from Rep. Ritchie Torres

Dear Friends and Neighbors,

I hope this message finds you well! I wanted to take a moment to share some updates on what we’ve been working on in Congress and back home in the district. Whether it's passing legislation, advocating for local priorities, or meeting with folks in our community, there's a lot happening — and I want to keep you in the loop. Thanks for staying connected and for being an important part of the conversation.

D.C. Updates

New Legislation

I recently cosponsored H.R. 5356 to create a National Infrastructure Bank that unlocks long-term funding for critical projects—like bridges, transit, broadband, and clean energy—beyond annual budgets. This bank will accelerate investment, create jobs, and ensure resources are distributed fairly, especially benefiting communities like ours that are often overlooked. It’s a smart, bold move to build lasting infrastructure.

I’m proud to cosponsor H.R. 5361, the George Floyd Justice in Policing Act, which promotes accountability, transparency, and police reform. Supporting this bill honors George Floyd and strengthens trust, justice, and safety in our communities.

As a cosponsor of H.Res. 724, I stand with Puerto Rico and the U.S. Virgin Islands on the eighth anniversary of Hurricane Maria, reaffirming our commitment to their recovery and resilience. This resolution highlights the need for continued resources and support for a full, equitable recovery.

I cosponsored H.R. 5390, the FAMILY Act, which guarantees workers up to 12 weeks of paid family and medical leave, ensuring they can care for themselves or loved ones without losing financial stability. As the only industrialized nation without this guarantee, it’s shameful we lack such support. I’m proud to back this bill to build a healthier, more compassionate workforce.

I cosponsored H.R. 4482, the Stop NOAA Closures Act, to prevent the Trump Administration from shutting down 10 key National Oceanic and Atmospheric Administration labs vital for climate science, ocean protection, and environmental research.

DACA Protections

This week, I joined 94 colleagues in demanding answers from Secretary Kristi Noem and ICE Acting Director Todd Lyons about reports of DACA Dreamers being detained or deported despite their legal status. I co-signed a letter condemning the disregard for their legal and humanitarian protections. Dreamers deserve the rights the law guarantees, and Congress must ensure these protections are upheld and transparent.

Committee on Financial Services Hearings

In a recent hearing, I sharply criticized GOP attacks on “woke investing,” highlighting contradictions in the Stop Woke Investing Act, which would limit what counts as “material” information—excluding key risks like climate change. I noted, with NYC Comptroller Brad Lander, that the city’s pension fund outperformed benchmarks while maintaining social responsibility. This shows doing well and doing good in finance can go hand in hand, with transparency and accountability protecting investors. Click here to watch.

In a second hearing, I highlighted the ongoing terrorism threat to NYC, averaging one plot per month in 2025, and the growing complexity of cyber threats. I questioned the broad authority under the Terrorism Risk Insurance Act (TRIA), stressing its vital role as a financial backstop. Without TRIA, insurance markets could collapse, risking national security and economic stability. Continued federal support is essential to manage terrorism’s evolving financial risks.
