Rep. Loudermilk Introduces Legislation to Name Cobb VA Clinic after Michael H. Boyce

Washington, D.C. (September 16, 2025) | Rep. Barry Loudermilk (GA-11) issued the following statement after Introducing H.R. 5362To name the Department of Veterans Affairs multispecialty clinic in Marietta, Georgia, as the ‘‘Colonel Michael H. Boyce Department of Veterans Affairs Multispecialty Clinic’’:

 

“Colonel Boyce spent much of his life in service to his community, state, and nation. Through his service in the Marine Corps and later in elected office, Mike was a tireless advocate for the health and welfare of our active duty servicemen and veterans.

“Mike worked to ensure our service-members had the tools to succeed, and was instrumental in establishing the Cobb County VA Clinic, which remains a vital resource for those who served our country.

“Recognizing Col. Boyce through this legislation is a fitting tribute to an American hero whose service and advocacy inspired so many; and I greatly appreciate his wife, Judy, continuing this incredible legacy.”

  - This bill would declare English language as the official language of the United States.
 - Requires that all official government functions be conducted in English, with reasonable exceptions for actions, documents, or policies necessary for national security, public health, international relations, trade, tourism, or commerce.
 - It is in line with President Trump’s Executive Order given on March 1, 2025, “Designating English as the Official Language of the United States.”
 - Establishing a uniform English language requirement for naturalization, ensuring that new citizens have the ability to read and understand foundational American texts, such as the  -   -  

 - Declaration of Independence and the Constitution.
 - Directing the Secretary of Homeland Security to develop standardized English proficiency testing for naturalization applicants.
 - Establishes protections for the preservation of Native Alaskan and Native American language, protects U.S. federal agents or officers that communicate unofficially in another language while performing official functions.
 - Gives individuals “injured” by the violations in these protections established in the bill private right of action to “obtain appropriate relief.”
 - Grants exemptions of these English language standards in extraordinary circumstances, such as with those seeking asylum.
