At the end of August, U.S. Citizenship and Immigration Services (USCIS) announced that only state and local election officials can register new citizens at ceremonies held in USCIS facilities. Nonpartisan organizations and their volunteers are no longer allowed to register new citizens to vote during ceremonies.

USCIS is making it more difficult for immigrant communities to register to vote. These barriers widen the gap between eligible Black, Indigenous, and other communities of color and their white counterparts.


As our CEO, Kadida Kenner, has stated, “Third-party, civil society organizations’ ability to do voter registration is crucial in a state like Pennsylvania that does not have true automatic or same-day voter registration.” We stand in solidarity with the League of Women Voters, which has historically assisted new Americans in getting registered to vote during naturalization ceremonies.


According to the America Votes voter file and the U.S. Census Voting Age Population (CVAP), as of 2024, 24.3% of eligible Black Pennsylvanians are not registered to vote compared to 11.2% of eligible white Pennsylvanians. That number is even more dire for AAPI, Latino, Native American, and other voters of color. This is just another attempt to make it more difficult for people to make their voices heard.

NPP and the affiliated organization, New PA Project Education Fund, are working to overcome this barrier and register eligible voters ahead of the voter registration deadline next month. Will you help support us in this effort by rushing $25 today?
