AVFCA Gives Clarification on AB 144
Urgent: Keep Calling and Emailing Governor Newsom DIRECTLY to VETO AB 144
As AVFCA emailed on Monday, the California Legislature gutted and amended AB 144 [[link removed]] centralizing vaccine policy authority from the CDC to the California Department of Health (CDPH), creating confusion, undermining parental rights, opening dangerous liability gaps, and risking both public trust and federal support. And it was advanced without the transparent, democratic process Californians deserve.
It has come to our attention that some organizations are circulating inaccurate information suggesting that AB 144 adds the HPV Gardasil vaccine as a requirement for 8th graders and college students in order to attend school/college. This is NOT true.
The wording for the advisory β which AVFCA worked diligently to secure as an alternative to a vaccine mandate under AB 659 (2023) β remains intact. This advisory language to be shared with 8th graders and college students is consistent with what passed in 2023 and there has been no change in the advisory wording at this time, and there are NO HPV Vaccine mandates included in AB 144. However, AB 144 does change this section of the statute so that this wording is NOT automatically updated if the CDC changes its recommendations, and instead gives authority to the California Department of Public Health (CDPH) to revise it in the future. Having said that, it is still an awful bill that needs to be stopped, and your voice needs to be heard.
To clarify legislative activity: two bills were introduced β AB 144 and SB 144 β containing identical language. However, only AB 144 advanced and is now on the Governorβs desk awaiting action. SB 144 is inactive for this year, and you should not be asking the Governor to do anything with SB 144
AVFCA is also aware that some groups are urging people to sign petitions or fill out Google forms. Please understand that these petitions/forms are not sent directly to the Governor; they rely on organizations to compile and deliver them later. The Governor could sign this bill at any moment. Therefore, if you want your voice to truly count, it is critical that you contact him directly.
