The Congressional Budget Office (CBO) has confirmed what Citizens Against G=
overnment Waste has been warning about for more than a decade: the 340B dru=
g discount program is being abused, and it is driving up costs for taxpayer=
s.
The 340B drug discount program was created in 1992 to help federally funded=
clinics and public hospitals in areas with large uninsured populations cov=
er the cost of drugs and give discounts to patients, but it is has exploded=
far beyond its original intent.
* According to the CBO, spending on 340B drugs skyrocketed from just $2.4 b=
illion in 2005 to $66.3 billion in 2023 making it second only to Medicare=
=E2=80=99s prescription drug program.
* Between 2010 and 2021 alone, 340B drug spending grew by an average of 19%=
every year, while brand-name drug spending nationwide grew by only 4% annu=
ally.
The CBO report also stated that 340B =E2=80=9Cencourages behavior =E2=80=93=
including the prescription of more and higher-priced drugs, the expansion =
of services, and the integration of hospitals and off-site clinics- that te=
nd to increase federal spending.=E2=80=9D
And instead of using those taxpayer-subsidized savings to help low-income p=
atients, large hospitals and contract pharmacies are pocketing the profits,=
siphoning millions of dollars away from the communities Congress meant to =
help.

The Congressional Budget Office (CBO) has confirmed what Citizens Against Government Waste has been warning about for more than a decade: the 340B drug discount program is being abused, and it is driving up costs for taxpayers.
The 340B drug discount program was created in 1992 to help federally funded clinics and public hospitals in areas with large uninsured populations cover the cost of drugs and give discounts to patients, but it is has exploded far beyond its original intent.
* According to the CBO, spending on 340B drugs skyrocketed from just $2.4 billion in 2005 to $66.3 billion in 2023 making it second only to Medicare’s prescription drug program.
* Between 2010 and 2021 alone, 340B drug spending grew by an average of 19% every year, while brand-name drug spending nationwide grew by only 4% annually.
The CBO report also stated that 340B “encourages behavior – including the prescription of more and higher-priced drugs, the expansion of services, and the integration of hospitals and off-site clinics- that tend to increase federal spending.”
And instead of using those taxpayer-subsidized savings to help low-income patients, large hospitals and contract pharmacies are pocketing the profits, siphoning millions of dollars away from the communities Congress meant to help.

The Congressional Budget Office (CBO) has confirmed what Citizens Against Government Waste has been warning about for more than a decade: the 340B drug discount program is being abused, and it is driving up costs for taxpayers.
The 340B drug discount program was created in 1992 to help federally funded clinics and public hospitals in areas with large uninsured populations cover the cost of drugs and give discounts to patients, but it is has exploded far beyond its original intent.
* According to the CBO, spending on 340B drugs skyrocketed from just $2.4 billion in 2005 to $66.3 billion in 2023 making it second only to Medicare’s prescription drug program.
* Between 2010 and 2021 alone, 340B drug spending grew by an average of 19% every year, while brand-name drug spending nationwide grew by only 4% annually.
The CBO report also stated that 340B “encourages behavior – including the prescription of more and higher-priced drugs, the expansion of services, and the integration of hospitals and off-site clinics- that tend to increase federal spending.”
And instead of using those taxpayer-subsidized savings to help low-income patients, large hospitals and contract pharmacies are pocketing the profits, siphoning millions of dollars away from the communities Congress meant to help.
