Notice of Public Meeting, City of Torrington, WY, FY26 Waterline Replacements Project and the FY26 Water Service Line Material Evaluation Project

The City of Torrington, Wyoming will conduct a public meeting during their regularly scheduled council meeting at 5:30 p.m., local time, on October 7, 2025, in the City’s Council Chambers, 436 East 22nd Avenue. The purpose of the meeting is to allow citizens to review and comment on both the FY26-Waterline Replacements project and the FY26-Water Service Line Material Evaluation project. The FY26-Waterline Replacements project will replace 11,995 feet of 50+ year old undersized waterline. This project is estimated to cost $4,400,000 and is recommended as part of the City’s Water Master Plan that was completed in 2020. The FY26-Water Service Line Material Evaluation project will verify pipe material used in currently “unknown” water service lines within the City of a part of an EPA mandate. This project is estimated to cost $650,000.

At the meeting, the City of Torrington will present the preliminary design of the proposed projects and will discuss the estimated cost of the projects and the plan for funding the projects. Preliminary plans, cost estimates, and the funding plan can also be viewed at the City Engineer’s Office in City Hall. Contact Jeff Harkins at (307) 532-4815.

Based on current cost estimates, the City of Torrington plans to borrow $4,400,000 and $650,000 from the Wyoming Drinking Water State Revolving Loan Fund (SRF). Increased user fees will repay the loans and are estimated to be $0.03 per month per unit (1,000 gallons) of water used. Loan terms will be 1.0% interest rate and 20 years for the $4,400,000 loan and 0% interest rate and 20 years for the $650,000 loan.
