This legislation strengthens a long-standing safeguard that helps parents—especially those facing detention, deportation, or deployment—make loving, responsible plans so their children remain safe, cared for, and able to continue school and healthcare.

For over two decades, the Caregiver’s Authorization Affidavit has allowed children to be cared for without terminating parental rights. AB 495 builds on this proven tool, ensuring parents can act with compassion and prudence during times of uncertainty.
