A Message from Gabe:

 

Greetings Rhode Islanders,

Empty spots at the dinner table, parents missing milestones, names not read at graduation — that’s the cost of the opioid crisis paid by far, far too many families and communities.

This week, during National Recovery Month, I introduced the bipartisan Having Opioid Protection Equipment (HOPE) Act, with Representative Addison McDowell (R-NC). Our bill would ensure opioid overdose reversal medications, such as naloxone, are readily available in public places in Rhode Island and across the country. This would empower bystanders to step up if they see someone experiencing an overdose and use naloxone to reverse it.

New England has been hit especially hard by the opioid crisis, but thankfully, the number of deaths has dropped over the last few years. Between 2022 and 2024, fatal opioid overdoses in Rhode Island declined by 36% — largely because of increased access to harm reduction tools like naloxone.

We’ve come a long way in reducing overdose deaths, but we still have a long way to go. Naloxone is safe, effective, and easy to use. Most importantly, it saves lives and restores hope — and it needs to be everywhere. 
 
However, President Donald Trump and Health Secretary Robert Kennedy, Jr.'s policies are making it harder for us to comprehensively address the overdose crisis nationwide. Their policies gutted one-third of the Substance Abuse and Mental Health Services Administration workforce, the experts who develop strategies to save lives. 
 
According to the University of Pennsylvania and Boston University, Republicans' Big, Ugly Law will prevent 156,000 Americans with opioid use disorder from accessing lifesaving medication. Medicaid is the nation’s largest funder of mental health and substance use disorder services, with nearly 40% of non-elderly adults on Medicaid in Rhode Island having a mental health condition or substance abuse disorder. Instead of providing treatment, Republicans' Big, Ugly Law will strip Medicaid from 7.5 million Americans over the next decade.
 
I hope President Trump and Congressional Republicans reverse their policies cutting funding that have an impact on Americans struggling with addiction. Congress can make naloxone available, stop overdoses, save lives, and restore hope in communities impacted by the opioid crisis. Congress must take action to end this crisis once and for all.

Donald Trump's recent action on Revolution Wind is hurting Rhode Island workers. Trump’s stop work order abuses the definition of National Security and hurts hundreds of union workers ready to finish this 80% complete project.
 
I helped to defeat a Republican amendment that would have hurt Rhode Island workers by prolonging Trump's policy halting the Revolution Wind Project. The project has already been extensively vetted by the Department of Defense.
 
The Trump administration still has not provided any detailed justification for its order to the halt the Revolution Wind project. Further delays will not help union workers get back to work and power the 350,000 homes set to receive cheaper electricity from the project. The Trump Administration must lift its halt work order immediately.

We remember those lost and the brave first responders who answered the call. In grief and in strength, we remain one nation.

I enjoyed speaking with constituents about my work in Congress at Mt. Zion African Methodist Episcopal Church of Newport, which has brought hope and faith to generations of Rhode Islanders.

 

The congregation has hosted Mahalia Jackson and Madam C.J. Walker, and started the nation’s first Black History museum.

 

For 180 years, Mt. Zion has been an essential thread in the tapestry that allowed Black Rhode Islanders to overcome incredible odds and thrive.

With the Trump administration's stop-work order threatening over a thousand union jobs on Rhode Island's 80% complete offshore wind project, we’re aligned in the fight to protect the economic livelihoods of workers and their families.

Countering Trump's Policies in the Courts
 
The Trump administration's policies are being challenged and overturned in court. Americans have filed 393 lawsuits against the Administration, and judges have partially or fully blocked over 131 of Trump's executive actions.
 
Recent Courtroom Wins:
 
✅ JUDGE RESTORES $2.2 BILLION IN HARVARD RESEARCH FUNDING — A federal judge found the Trump administration violated the Constitution and ordered the reinstatement of $2.2 billion in federal research grants.

Legislating to Protecting Our Ocean Data

Reliable and publicly accessible ocean data forms the foundation of the extreme weather warnings and climate projections the American people need to protect their lives, livelihoods, and property. Our ocean data forms the bedrock of countless private businesses — from insurance to energy to tourism to shipping.
 
Without reliable and public data from ocean observation networks, lives will be lost. Extreme weather warnings will go unsent. Coastal states like Rhode Island will be unprepared, while communities will be crushed and businesses will struggle.
 
I proudly passed an amendment in the House Science, Space, and Technology Committee to protect the integrity of our ocean data infrastructure by directing the Commerce Department to brief Congress on the status of our ocean observation networks and programs, identify gaps, and create a plan to address them.

Rhode Island workers are leading the way in manufacturing America’s 21st century national security by developing and building cutting-edge technology for America and our allies
 
This week, I secured the House passage of four amendments to the annual National Defense Authorization Act that would strengthen Rhode Island’s defense economy and support America’s closest allies. My amendments would support good, family-sustaining jobs in Rhode Island, strengthen our national security, and express Congress’s steadfast support for the Australia, United Kingdom, United States (AUKUS) security pact, which underpins America’s strategy to counter our adversaries in the Indo-Pacific. 
 
I will keep working to ensure these pro-Rhode Island amendments pass the Senate and are included in the final bill.
