I wanted to take a moment to share with you a recap of what happened last week in Texas' 22nd District and the United States House of Representatives.
Every working American will benefit from the largest tax cut for middle- and working-class citizens in history.
My House Republican colleagues and I, along with Senate Republicans and President Donald J. Trump, delivered the most pro-worker, pro-family tax cuts in history. Our legislation boosts take-home pay for hardworking families in Texas by $13,000. Furthermore, our Working Families Tax Cut plan, which is now law, includes No Tax on Tips, No Tax on Overtime, provides tax relief for our nation's seniors, and increases the Child Tax Credit for 40 million families. This bill, which every single Democrat voted against, delivers real relief for families across the country. We are hard at work to protect the American Dream and keep America strong and thriving.

Charlie Kirk devoted his life to encouraging young Americans to stand firm in their faith, to love their country, and to boldly defend the freedoms we hold dear. He was fearless in speaking truth and tireless in his mission to protect our values of faith, family, and country. His voice inspired millions, and his absence will be deeply felt.
My wife, Jill, and I are praying for Charlie’s family during this incredibly difficult time. We pray that they may find comfort in knowing just how many lives Charlie touched, how many people he gave hope to, and how much he will be remembered for his service to God and our country.
President Donald J. Trump has announced that Charlie will be posthumously awarded the Presidential Medal of Freedom, and flags across the nation will fly at half-staff in his honor. But beyond the medals and tributes, the greatest way we can honor Charlie’s life is to carry forward the values he championed.
May God bless Charlie Kirk. May He comfort his family, and may we never forget the impact of his work and the strength of his example.

Under the failed leadership of the Biden Administration, the Department of Health and Human Services (HHS) and the Department of Homeland Security (DHS) lost track of hundreds of thousands of migrant children. A March 2025 report by the DHS Office of the Inspector General (OIG) found that U.S. Immigration and Customs Enforcement (ICE) is not always able to monitor the location and status of unaccompanied migrant children released from the custody of DHS and HHS.
The House Judiciary Committee held a markup this week, resulting in the advancement of several pieces of legislation, including H.R. 4371, the Kayla Hamilton Act.
Kayla Hamilton was murdered by Walter Javier Martinez, an unaccompanied alien child (UAC), who was released to a sponsor, an individual responsible for the care of UACs, before any background check was completed. Following the brutal murder of Ms. Hamilton, it came to light that Martinez was an El Salvadorian with a criminal history and affiliation with the MS-13 gang, who admitted to committing four murders, two rapes, and other crimes. The Kayla Hamilton Act, which I'm a proud original cosponsor of, is designed to close dangerous loopholes in the federal government's handling of UACs and to prevent tragedies like the brutal murder of Ms. Hamilton from happening again. Further, this bill requires HHS to contact the consulate or embassy of a UAC's home country to determine any criminal history or gang affiliation or UACs aged 12 or older, prohibits the placement of a UAC with sponsors who are in the U.S. illegally, and requires HHS to collect and share background information on all potential sponsors and their adult household members with DHS.

This week, I proudly voted "YES" on H.R. 3838, the Streamlining Procurement for Effective Execution and Delivery (SPEED) and National Defense Authorization Act for Fiscal Year (FY) 2026. This bill keeps America’s military focused on strength, merit, and accountability, not woke ideology. It eliminates diversity, equity, and inclusion (DEI) programs and Critical Race Theory (CRT) from the Pentagon, ensures promotions and academy admissions are based on merit, and cuts billions in wasteful programs. It also gives our service members a 3.8% pay raise and improves benefits for military families.
The FY26 NDAA also delivers on President Donald J. Trump’s Peace Through Strength agenda by securing made-in-America equipment for our warfighters. For too long, the Department of War has relied on China for critical technologies. This bill takes serious steps to end that dependence by investing in America’s industrial base, strengthening supply chains, and expanding our shipbuilding and advanced manufacturing here at home. Importantly, this bill codifies all or parts of 15 of President Trump's executive orders and over 30 legislative priorities requested by the Trump Administration.
With this legislation, my House Republican colleagues and I are putting our service men and women first, cutting waste, and making sure America’s military remains the world's top fighting force, built by American workers, powered by American innovation, and never reliant on foreign governments.

This week, I proudly voted "YES" to pass H.R. 3486, the Stop Illegal Entry Act. This legislation increases criminal penalties for illegal aliens who repeatedly enter our country after being removed. During the Biden Administration, weak enforcement of our nation's laws encouraged repeat offenders to cross our border without consequence, putting American families and communities at risk.
I will always stand strong in support of securing our border and restoring the rule of law. With this legislation, we are making it clear that illegal reentry will not be tolerated. Stronger penalties mean stronger deterrence, safer communities, and a more secure nation.
| | Aviation Chairman Troy E. Nehls Hosts Third Bipartisan ATC/NAS Modernization Working Group | |
As Chairman of the House Aviation Subcommittee, I held the third session of the bipartisan Air Traffic Control(ATC)/National Airspace System (NAS) Modernization Working Group. Joined by Representative Sharice Davids (D-KS), we met with and had a successful conversation with stakeholders who represent those on the frontlines of everyday aviation operations and those who represent the men and women responsible for transporting people, goods, and services across the country and beyond.
The stakeholders we met with this week provided our working group with first-hand insight into how our ATC and NAS systems affect airlines and pilots' duties and how we, as Congress, can make improvements to make their jobs safer and more efficient.
From meeting with technology manufacturers to telecommunications providers and other relevant stakeholders, we are fostering an open dialogue that allows industry professionals and Members of Congress to share their perspectives to help guide the revitalization of both ATC and NAS systems.

It was great to sit down with Robin Hayes, the Chairman and Chief Executive Officer (CEO) of Airbus North America, at the U.S. Chamber of Commerce Global Aerospace Summit, and have a conversation about my work on the House Transportation and Infrastructure Committee.
We discussed the work the House Aviation Subcommittee is doing to assist the Trump Administration in overhauling America's outdated and failing air traffic control (ATC) system, including the $12.5 billion that was secured to invest in modernizing the system. Further, we talked about the bipartisan Air Traffic Control and National Airspace System Modernization Working Group, which I lead as the House Aviation Subcommittee Chairman. We, as Congress, have a unique opportunity to collaborate with the Trump Administration and industry to elevate our ATC system to a new, higher level through investment, innovation, and modern technology. This bipartisan working group allows us to have open and honest conversations regarding policy and a pathway forward to the Golden Age of American aviation.
We also discussed my legislation, the Supersonic Aviation Modernization (SAM) Act, which directs the Federal Aviation Administration (FAA) to issue or revise regulations, within one year of enactment, to allow for the operation of civil aviation aircraft to operate at speeds of Mach 1 or higher without requiring special authorization, so long as no sonic boom reaches the ground within the United States. My legislation codifies President Trump's executive order titled "Leading the World in Supersonic Flight." Currently, a 1973 regulation prohibits civil supersonic flights over land in the United States. My legislation would lift the outdated ban on civil supersonic flight to allow for the future of overland supersonic travel. The future of aviation in America is bright.

My office is now accepting Service Academy Nominations.
One of the privileges of serving in the United States House of Representatives is the opportunity to nominate outstanding young people from the 22nd Congressional District of Texas to be considered for appointment to our nation’s service academies.
Admission to a service academy is a two-tiered process. First, the candidate must meet the minimum standards set by the individual academy. Second, the candidate must complete the congressional application by October 10, 2025, to be considered for an interview in our office with the nomination review board. Please note that the ultimate selection of appointees rests solely with academy officials and is based on their competitive evaluation of all nominees.

I am pleased to announce that my office is hosting a 2025 Congressional App Challenge. The Congressional App Challenge (CAC) is a competition designed to encourage student participation in computer science and coding. Students are encouraged to register online and submit their app by October 30, 2025.
Officially launched by the U.S. House of Representatives in 2015, this nationwide effort allows students to compete against their peers by creating an application (also known as an “app”) for desktop/PC, web, tablet, mobile, raspberry Pi or other devices. We accept any programming language, such as C, C++, Java, JavaScript, Python, Ruby, or "block code." The Challenge is designed to promote innovation and engagement in computer science.
The Congressional App Challenge is open to all middle and high school students in the 22nd Congressional District of Texas. Students entering the competition must submit their app to CongressionalAppChallenge.us during the Competition Submission Period, which ends October 20, 2025, at 12:00 P.M. Eastern Time.
The winner from the 22nd Congressional District, chosen by a panel of expert judges, will be featured on CongressionalAppChallenge.us. The winning app will also be eligible to be on display in the U.S. Capitol, honoring the winners from across the country.
