Congress is considering three bills that will make sentencing laws worse in Washington, D.C.
These three bills would expand the use of mandatory minimums and eliminate the highly successful second look law The Incarceration Reducation Amendment Act (IRAA) which FAMM documented in the film “District of Second Chances”.

IRAA works. Full stop. Less than three percent of people released under this law have recidivated. More than 95% are gainfully employed. Those who seek to repeal this bill argue that it makes DC less safe. In actuality, many of the IRAA beneficiaries work day-in and day-out to make DC safer through violence interruption work and community leadership.
Congress also seeks to expand the reach of mandatory minimums and expose lengthier mandatory minimums in Washington, D.C. We know that mandatory minimums do not work. The severity of a sentence is simply not an effective deterrent of criminal behavior. Mandatory minimums strip judges of all discretion and force lengthy, ineffective sentences on criminal justice systems.
