WHAT'S HAPPENING
NEW MEXICO SELECTS DELEGATES TO REPUBLICAN NATIONAL CONVENTION
New Mexico has elected its 22 delegates for the Republican National Convention in late August. The delegates were chosen by virtual vote this past weekend at the statewide 2020 Quadrennial Convention. They include 10 statewide delegates, 3 from each of New Mexico's Congressional Districts, RPNM Chairman Steve Pearce, National Committeeman Harvey Yates and National Committeewoman Rosie Tripp. Jim Townsend, House Minority Leader, and Tina Dziuk, Roosevelt County Chairwoman, were elected to replace Yates and Tripp after the National Convention. Last month each New Mexico county had held its own Quadrennial Convention where delegates were selected to vote for national delegates in the statewide Convention. New Mexico has five electoral votes.

GOV. LUJAN GRISHAM PUTS A HOLD ON NEXT PHASE OF REOPENING NEW MEXICO

Gov. Lujan Grisham this past week put the brakes on her next phase of reopening the state. The decision comes amid a rise in the number of COVID-19 cases in New Mexico. While everyone is concerned about the health of all citizens, the governor's Public Health Order continues to be inequitable, hurting various small businesses. For example, wineries remain closed, but breweries are open. The state's economy and tourism industry have been badly damaged, and big state events, like the State Fair and the Balloon Fiesta have been canceled.

DEMOCRAT-LED LEGISLATURE PULLS A FAST ONE ON PUBLIC AS IT "BALANCES THE BUDGET"

The Republican Party of New Mexico has learned that the budget solvency plan approved by the Democrat-led legislature is disingenuous and could lead to our reserves becoming the lowest in history.

When Democratic lawmakers approved the budget bill earlier this month, they okayed taking $750 million in federal COVID-19 funding to help close the deficit. But use of this money must still be approved by Washington. It cannot be counted on yet.

To protect themselves, they put language in the budget bill saying that if the federal money is rejected, the legislature will dive into its reserves to recoup the lost $750 million. This, on top of $700 million tapped from our reserves to fix the 2020-21 deficit.

“Our lawmakers don’t tell us that federal COVID-19 dollars are not allowed. This is a sneaky way to continue to deplete our rainy day money as the progressives play their shell game to ‘fix’ our fiscal mess in New Mexico. The Democratic leadership is irresponsible, and taking more from our reserves will mean more fiscal pain down the road,” said Republican Party of New Mexico Chairman Steve Pearce.

This action is not only disingenuous—it is wrong. And dangerous.

Here's the exact language from HB 1:

C. if the department of finance and administration certifies to the state board of finance that a portion or all of federal Coronavirus Aid, Relief, and Economic Security Act funds cannot be used, as provided for in Subsection E of Section 14 of this 2020 act, and if revenue and transfers to the general fund at the end of fiscal year 2021 are insufficient to meet appropriations, the governor, with the approval of the state board of finance, may transfer to the appropriation account of the general fund the amount necessary to meet that fiscal year's obligations from the tax stabilization reserve; provided that no more than seven hundred fifty million dollars ($750,000,000) shall be transferred; and provided further that if any federal funds received by the state may be used to fund appropriations and transfers made pursuant to the General Appropriation Act of 2020 or this 2020 act, the transfer from the tax stabilization reserve made pursuant to this subsection shall be reduced by that
amount of federal funds received

ALBUQUERQUE CITY COUNCIL VOTES DOWN HAZARD PAY FOR BUSINESSES

Some businesses in Albuquerque have gotten a break. City Councilors have rejected a proposed ordinance that would have required essential businesses with at least 50 workers to give “premium pay” to workers who make $12 or less an hour. That's basically a lump sum on top of hourly pay. This would have put more of a burden on business owners and employers, already suffering under the state's Public Health Order.

“How many businesses are going to consider getting rid of some of their employees so that they can be under a certain threshold in order to make sure that this doesn't have to happen. That’s unfortunate, but it’s a reality,” said Councilwoman Brook Bassan. “It’s between shutting up your doors or not being able to employee anybody, then that’s going to be something we need to be willing to take on to our shoulders.”

FIVE MURDERS IN ALBUQUERQUE THIS PAST WEEK

Violent crime continues to soar in Albuquerque. During the last week, the city was rocked with five murders. These homicides follow a record 82 homicides in Albuquerque in 2019. The high crime in the state's largest city shows a real need by the Keller Administration and other leaders to crack down on this serious problem. Another problem is the constant failure by progressives in the Democrat-led legislature to really address the state's growing crime problem.

FORMER DONA ANA COUNTY CHAIR PASSES
Former Dona Ana County Chairwoman Betty Bishop passed away last week. Betty died at her home after a courageous battle with brain cancer. She was 55. Betty served as County Chair from 2017-2019 and became an active voice in the Republican Party and in her community. She recruited hundreds of county, state and federal candidates over the years and worked tirelessly on many political campaigns. In 2014 she ran for New Mexico House District 35. Betty also served many years as an analyst at the New Mexico legislature, using her policy and bill-drafting skills.

“Betty’s dedication, drive and devotion to her work in the Republican Party will be missed. She was a great lady, who helped inspire others. She had a brilliant political mind, and her influence as County Chair was truly felt. We lost a friend and a devoted public servant,” said Republican Party of New Mexico Chairman Steve Pearce.

SHUTTERED DOORS, SHATTERED DREAMS

Another establishment is shutting down amid this pandemic. The popular restaurant Range Cafe is closing one of its locations in Albuquerque. The Governor’s Public Health Order has impacted this business and other small businesses continue to hang on by a thread. So far more than 200 restaurants have been force to close permanently in New Mexico.
