News from Representative David Scott

June 30, 2020

Dear Friend,

I want to provide an update on my recent work proudly serving as your Congressman for Georgia’s Thirteenth District. Over the past month, I’ve had the opportunity to hear directly from many of our neighbors about issues weighing on their hearts and minds during the ongoing coronavirus crisis and as a result of numerous public demonstrations against racial injustice and the excessive use of force by police.

I joined Douglas County leaders for a virtual town hall on COVID-19 and met virtually with Thirteenth District realtors and small business owners about how this pandemic has changed the way they do business. I also participated in an important virtual discussion on police brutality and racial injustice with State Senators Emanuel Jones and Steve Henson, Clayton County District Attorney Tasha Mosley and Fayetteville Police Chief Scott Gray.

In Washington, I joined my colleagues in the House for hearings on oversight of the Treasury Dept. and Federal Reserve’s pandemic response, the Commodity Futures Trading Commission coronavirus response and Inclusive Banking During the Pandemic.

Housing Relief to Prevent Eviction and Foreclosure Crisis
As workers and families across the country struggle as a result of the COVID-19 pandemic, I worked with my colleagues in Congress to pass H.R. 7301, the Emergency Housing Protections and Relief Act of 2020.   This critical bill provides essential relief for our nation’s renters and expands the moratorium on evictions and foreclosures to protect those struggling on the brink of homelessness.  I am especially proud to see the inclusion of my bill, H.R. 6729, the COVID-19 Homeowner Assistance Fund Act, which provides $75 billion in homeowner assistance to help families across our 50 states, the District of Columbia, and our territories meet the costs of homeownership during this time of economic distress.  Keeping people in their homes is the most important way we can protect the health, safety, and stability of our communities.

Transportation Amendment
Today, I led my colleagues in the House of Representatives in approving an amendment that, if enacted into law, will protect Georgia and Clayton County from efforts to divert general sales tax revenue away from schools and public services.  The amendment to H.R. 2, the INVEST in America Act, would reverse a harmful 2014 FAA policy decision requiring state and local governments to use general sales taxes collected on aviation fuel for airport purposes.  For airport communities like Clayton County that rely on these sales taxes revenues to fund essential health, education, and civic services, this represents a devastating loss of revenue.  I look forward to the inclusion of this amendment as I vote tomorrow to pass H.R. 2.

Justice in Policing Act
Following the senseless murders of George Floyd, Breonna Taylor, Eric Garner, and far too many others, I called on Congress to enact legislation denouncing police brutality and criminalizing the use of excessive force by law enforcement. Earlier this month, I returned to D.C. and joined the majority of members in the House to pass H.R. 7120, The George Floyd Justice in Policing Act of 2020. This historic legislation will hold police accountable to the communities they serve and transform the culture of policing in our country.

Protecting Voting Rights
The whole country watched as Georgians endured long lines and malfunctioning voting machines while trying to vote in the primary election earlier this month. This was unacceptable. When our elections are under attack and when access to the polls is denied, Congress must act to restore faith in our democratic processes.  I am a proud cosponsor of H.R. 6807, the VoteSafe Act to help states expand voting options and maintain healthy and safe polling places during this pandemic.

Census 2020

The 2020 Census will determine billions of dollars in federal and state funding. Make sure you’re counted.

COVID-19 Update
With a significant rise in the number of COVID-19 cases in Georgia over the past few weeks, this virus does not appear to be slowing down. I strongly encourage you to continue following CDC guidelines on social distancing, and I urge you to wear a mask when you travel outside of your home.

While my offices will remain closed to the public for the time being, my staff and I are available to assist with casework and virtual meeting requests. Please call on us in Washington (202-225-2939), Smyrna (770-432-5405) or Jonesboro (770-210-5073) if we can be of help to you and your family.

Sincerely,
