Banning Congressional Stock Trading
Last week, I held a press conference announcing my new bipartisan bill, H.R. 5106, the Restore Trust in Congress Act, to ban members of Congress from trading stocks – a policy I have been fighting for since I first came to Congress in 2019. Members of Congress make decisions each day that impact on the markets, federal contractors, and private companies. It is wrong to day trade stocks of the very entities we impact each day in hearings, markups, and on the floor. If Members want to day trade, they shouldn’t be in Congress.
I will continue to fight for an immediate vote on this bill and put this conflict of interest to bed for once and for all. I look forward to seeing the Restore Trust in Congress Act move through the legislative process. Watch the whole press conference here:

Renaming the Department of Defense to the Department of War
Last week, President Trump announced that the Department of Defense would be renamed to the Department of War, which is emblematic of what he and Secretary Hegseth are doing that the Pentagon: Refocusing our military on its core mission. Post-Hill County Flood Information
Federal assistance for Flood impacts extended to September 28, 2025 Homeowners and renters who were affected by the July flooding in Central Texas now have until Sunday, Sept. 28, to apply for federal disaster assistance if your home or personal property sustained damage not covered by insurance. Under the major presidential disaster declaration, 10 counties were designated for assistance from FEMA and the U.S. Small Business Administration for the July 2-18 storms and flooding: Burnet, Guadalupe, Kerr, Kimble, McCulloch, Menard, San Saba, Tom Green, Travis and Williamson.
FEMA works closely with the Small Business Administration, which provides disaster loans to homeowners, renters, nonprofit organizations and businesses of all sizes.
The fastest way to apply for FEMA assistance is online at DisasterAssistance.gov and you will need an email address to apply. You may also use the FEMA mobile app or call the FEMA Helpline at 800-621- 3362. Helpline specialists speak many languages and phone lines are open from 6 a.m. to 10 p.m. CT daily. If you use a relay service, captioned telephone or other service, you can give FEMA your number for that service.

Please be aware of fraud:
FEMA has issued public alerts about scams associated with disaster recovery efforts.
- Claiming to be from FEMA but lacking a photo ID
- Asking for payment in exchange for disaster aid
- Requesting banking or personal info
If you receive a letter or visit from FEMA but didn’t apply for aid, contact the FEMA Fraud Branch at [email protected] or call the FEMA Helpline at 800-621-3362 from 6 a.m. to 10 p.m. daily.
Many residents are receiving letters from FEMA that say “declined” at the top. This can be because FEMA needs more information to approve a claim.
Fredericksburg’s Pacific War Museum V-Day Tribute
Last week, Team Roy joined the Pacific War Museum to hear from historian Jonathan Parshall about the events 80 years ago that led to the Japanese surrender. The surrender was signed on board the USS Missouri on September 2. WW2 veterans Mr. Robert “Ken” Jones and Mr. Don Graves also attended the event at the museum. God bless the “Greatest Generation” for going above and beyond and fighting for our freedoms.
