Message from Congressman Scott Fitzgerald
Good morning, everyone, and happy Tuesday!
I’m happy to report that the House recently passed H.R. 4553, the Energy and Water Development and Related Agencies Appropriations Act for fiscal year 2026. As Democrats continue to double down on the Green New Deal, House Republicans are prioritizing American energy security, cutting wasteful spending, and strengthening our nuclear arsenal.
H.R. 4553 delivers $57.3 billion to prioritize our national security, advance America’s energy dominance, and support vital infrastructure and innovation. At the same time, H.R. 4553 cuts spending by over $766 million, underscoring House Republicans’ commitment to responsible budgeting.
Keep reading on to hear additional updates about what's been happening in Washington and in Wisconsin. I hope you have a great week.

Rep. Fitzgerald Discusses How Europe’s Censorship Regime Threatens American Free Speech & Innovation
Last week, the House Judiciary Committee held a hearing titled, “Europe’s Threat to American Speech and Innovation.” The hearing examined how European online censorship laws-specifically the United Kingdom's (UK) Online Safety Act and the European Union's (EU) Digital Services Act threaten Americans' right to speak freely online in the United States. Additionally, it explained how the UK's Digital Markets, Competition and Consumers Act and the EU's Digital Markets Act target American companies and hurt innovation.
During my committee remarks, I discussed how reports estimate that complying with the EU’s Digital Markets Act could cost American companies up to $1 billion every single year.
Those costs ultimately fall on American workers who will see fewer jobs, on consumers who will face higher prices and fewer choices, and on entrepreneurs who will have a harder time competing against subsidized foreign rivals.
Heroes Fest in Watertown
Heroes Fest in Watertown was a powerful reminder of the strength and dedication of our veterans and first responders and showcased the vital role service dogs have in supporting them. As a Member of Congress, I’ll continue working to ensure our veterans and first responders have the resources and support they’ve earned. I was proud to cosponsor the Working Dog Commemorative Coin Act, which became law last year to honor the service of working dogs alongside the men and women they assist.
