(Port Orchard, WA) - Construction of the SR 104 Holding Lane and Active Traffic Management System (ATMS) Project is scheduled to begin on Monday, Sept. 15, 2025, with completion expected by the winter of 2025.
The project will build a ferry traffic holding lane and boarding pass kiosk to help reduce congestion, improve access to nearby businesses, and address air quality concerns in town caused by idling vehicles. This is a Washington State Department of Transportation (WSDOT) project, with Kitsap County managing construction. Once construction is completed by Kitsap County Public Works this winter, the system will require operational testing and staff training. During construction, drivers should expect one-way alternating traffic controlled by flaggers at the project site, as well as occasional full traffic stops in both directions approaching the work zone. Work hours are planned from 8 a.m. to 6 p.m., Tuesday through Friday.
