This past week was a productive one here in Washington, and I’m proud to share some important updates with you. We saw the successful passage of a key bill that will benefit all Americans, as well as movement on legislation I’ve been working on for several years that was reported favorably out of committee.

Energy and Water Development and Related Agencies Appropriations Act Passes the House

This past Thursday, the House passed H.R. 4553, the Energy and Water Development and Related Agencies Appropriations Act for fiscal year 2026.

H.R. 4553, the Energy and Water Development and Related Agencies Appropriations Act:

Boosts national security by investing in America’s nuclear capabilities.
Promotes American energy dominance by supporting American leadership in new energy technologies and making the most of our vast resources. This helps lower costs and creates American jobs.
Supports economic growth through infrastructure and water development projects.

Fixing Emergency Management for Americans Act of 2025 Advances Out of Committee

With my support, the House Transportation and Infrastructure Committee advanced multiple bills out of committee, including H.R. 4669, the Fixing Emergency Management for Americans (FEMA) Act of 2025. H.R. 4669 streamlines disaster response and recovery while also making the Federal Emergency Management Agency an independent, cabinet-level agency directly accountable to the President. The legislation also rewards effective state and local preparedness, protects taxpayers, cuts red tape, and ensures disaster relief efforts are fast, fair, and free from political bias.

The bipartisan bill includes multiple legislative provisions that I introduced early in the 119th Congress which would benefit North Carolina greatly, particularly the 7th Congressional District.

My personal priorities included in the FEMA Act of 2025:

Duplication of Benefits Victim Relief Act: makes clear that receiving a SBA loan or a private charitable donation does not disqualify one from receiving FEMA Individual Assistance
State-Managed Disaster Relief Act: creates an alternate, lump-sum option for small disasters so states can move quickly without months of paperwork holding up relief
Natural Disaster Recovery Program Act: puts families back in their homes faster and at a lower cost through major reforms to FEMA's Emergency Home Repair Program

Trucking Association

It was a pleasure to sit down with members of the North Carolina Trucking Association this past week. Our conversation focused on the critical role trucking plays in keeping our state’s economy moving, from the Port of Wilmington to rural communities across southeastern North Carolina.

As a member of the House Transportation and Infrastructure Committee, I’m committed to supporting policies that strengthen supply chains, improve road safety, and reduce regulatory burdens on our hardworking drivers and small business owners. I appreciate the NCTA’s partnership and their dedication to keeping North Carolina connected and competitive.

Global Entry Enrollment Event Coming to Wilmington International Airport

In collaboration with the U.S. Customs and Border Protection (CBP), I'm holding a Global Entry enrollment event at Wilmington International Airport (ILM) on Monday, September 8, to Friday, September 12, 2025. Interviews will take place daily from 9 a.m. to 4 p.m. at CBP’s office located at 1921 Hall Dr, Wilmington, NC 28405.

Global Entry is a CBP Trusted Traveler Program which allows expedited processing for pre-approved, low-risk travelers upon arrival in the United States. All applicants undergo rigorous and recurring background checks and complete an in-person interview before enrollment.

Required Documents:

U.S. Citizens: Valid U.S. passport and a secondary form of photo ID (e.g., driver’s license).
Non-U.S. Citizens: Valid passport, a secondary photo ID, and a valid U.S. visa printed in the passport.
U.S. Lawful Permanent Residents: Valid passport, a secondary photo ID, and a machine-readable lawful permanent resident card.

Conditionally Approved Global Entry applicants are encouraged to log onto the official Trusted Traveler Program website and secure an appointment as soon as possible.

In addition, conditionally approved Global Entry applicants are strongly encouraged to take advantage of CBP’s Enrollment on Arrival interview process. Applicants may complete their required interviews upon their return from a foreign location at participating airports without a scheduled appointment.

This Week's Good News Story

For this week's good news story, I'm highlighting Nancy Fahey. Nancy Fahey rescued an injured sea turtle found in Little Lollipop Bay near the Wrightsville Beach bridge. Fahey put on her life jacket and swam out to help. The turtle, she named “Bee Balm,” had a damaged shell and was underwater for long periods. With help, Fahey moved her to shore. Bee Balm is now being treated at the Karen Beasley Sea Turtle Rescue Center.
