Rulemaking Notice: Clarifying PWB Broadband Emergency Program rules

Rules come into effect Oct. 4

The Washington State Public Works Board (PWB) has filed (CR-103) [ [link removed] ] and adopted final rules [ [link removed] ] to clarify program requirements and define key terms for the broadband emergency funding program.

The final rules update WAC 399-80-010 [ [link removed] ] and clarify the definitions of “natural disaster,” “unforeseen event” and “damage.” This clarity will support of public, private and nonprofit broadband providers that experience a qualifying emergency event and potential requests for PWB emergency broadband funding.

PWB initiated rulemaking in February 2025 and the rules will come into effect on October 4.
