In May, the State House passed a bill to legalize cannabis. But when it reached the Senate, Republican leaders blocked it.

Other states are moving forward, reaping economic benefits — and leaving Pennsylvania behind. It is one of just 19 states where adults can be incarcerated simply for being in possession of cannabis.
