AVFCA officially Endorses Two Federal Vaccine Bills
Restoring Accountability and Protecting Families
While AVFCA’s primary legislative focus is at the state level in California, some federal bills are too important for us not to take a stand. AVFCA was asked to support and serve as a key endorsing organization on two critical bills currently in Congress — the End the Vaccine Carveout Act (H.R. 4668) and the GRACE Act (H.R. 63) . Both align directly with AVFCA’s mission and would impact families by restoring accountability, protecting children, and ensuring access to education for all regardless of religious beliefs related to vaccination.

This bill, authored by Representative Paul Gosar (R-AZ), seeks to remove the unique liability protections vaccine manufacturers have enjoyed for decades, holding them to the same standards as all other pharmaceutical companies. The bill also:
- Repeals the liability shield for vaccine manufacturers, restoring the right of individuals to pursue civil action for vaccine-related injuries and deaths
- Removes the restrictive statute of limitations for vaccine injury compensation claims
- Eliminates COVID-19 vaccines’ designation as “covered countermeasures” under the PREP Act
- Preserves the Vaccine Injury Compensation Program (VICP), giving families the choice to pursue either a civil case or VICP compensation
H.R. 63 - The (Guaranteeing Religious Accommodation in Childhood Education (GRACE) Act

This bill, authored by Representative Greg Steube (R-FL), prohibits federal education funding to schools and agencies that refuse to provide students with a religious exemption to vaccine mandates, holding them to the same standard as the 46 states that already recognize such exemptions. The bill also:
- Bars federal education funding to elementary and secondary schools, as well as local and state education agencies, if they deny religious exemptions
- Applies to vaccine requirements for school attendance, athletics, and extracurricular activities
- Addresses the current policy in four states — California, New York, Maine, and Connecticut — that do not allow religious exemptions for school vaccination requirements
While AVFCA fully supports this bill — consistent with our mission to instate a Religious Exemption in California (hence our lawsuit on the issue) – it has some issues that need to be amended. Therefore AVFCA is working closely with the Congressman and his staff to ensure the GRACE Act does not inadvertently jeopardize states that currently allow only Personal or Conscientious Belief Exemptions. Requiring those states to create a separate Religious Exemption could risk PBEs being eliminated in the process. In addition, AVFCA is advocating to expand the bill’s scope beyond K–12 to include daycare and higher education, since most vaccines are administered before kindergarten entry.
What’s Next? AVFCA is working with a coalition of organizations to build constituent support to secure additional Congressmen to co-sponsor these bills.
