We worked to ban animal fighting on every inch of U.S. soil in 2018. We can make that same thing happen with greyhound racing. We are very close, but we need you for a final push over the next 12 months.
Animal Wellness Action and the Center for a Humane Economy, working alongside our allies at GREY2K USA Worldwide, are proud to announce the introduction of the Greyhound Protection Act (H.R. 5017), led by Reps. Salud Carbajal, D-Calif., Randy Fine, R-Fla., Don Davis, D-N.C., and Zach Nunn, R-Iowa. This bill would ban gambling on greyhound racing nationwide, including simulcasts of races from foreign tracks.
For too long, thousands of gentle, intelligent greyhounds have endured confinement, neglect, and injury to fuel a subsidized form of animal performance that few people want to watch any longer.
The Hard Facts Show Greyhound Racing Is Inhumane
Like many animal enterprises built on coarseness to animals, much of greyhound racing is cloaked from the public.
Dogs are kept in stacked metal cages for up to 23 hours a day, muzzled, and denied the most basic comforts of life. “Live lure” training — where greyhounds are baited with live rabbits, possums, or other small animals — has been repeatedly documented as recently as 2021.
On-track injuries are startling. Public records show that thousands of greyhounds have suffered broken legs, spinal injuries, or cardiac arrest on U.S. tracks over the last decade. Greyhound tracks are more like crash sites than racing ovals.
Greyhound racing and its mistreatment of dogs would have withered and died but for subsidies. The states co-located racing tracks with casino-style gambling, and they stipulated that the card rooms, blackjack tables, and the like divert funds to prop up greyhound racing.
It was that financing system that had dogs racing for more than 300 days a year at some tracks, even though just a handful of old-time gamblers dotted the nearly empty bleachers. What a spectacle that dogs were running oftentimes and there were very few people to watch. But as long as the money was flowing from the casinos, there were profits for the “dog men” and the others who profited off the sleek and lightning-fast racers.
Our Win in Florida Set Us on a Path to Close Out Industry
The battle over greyhound racing reached an inflection point in 2018, when we worked with our amazing partners at GREY2K USA to pass Amendment 13 in Florida, the longtime redoubt of greyhound racing. That measure banned racing statewide — eliminating 12 of the nation’s 18 tracks in one fell swoop. And it was a landslide. Nearly 70% of voters supported the ban, despite Florida being the sport’s historic stronghold with tracks that had been in place for decades in the state’s top 12 media markets.
People understood that greyhound racing had little value for Florida but was a big problem for greyhounds.
Since then, four more tracks have shuttered in Alabama, Arkansas, Iowa, and Texas. Remote gambling on greyhound races has been banned in seven states, including Arizona, Massachusetts, and Oregon, thanks to the diligent and serious-minded work of GREY2K USA and its leadership.
Just two tracks remain, both in West Virginia, surviving only because state law forces casinos to subsidize racing. Even Delaware North, the corporate owner of both West Virginia tracks, has signaled it wants out of this business. Its executives seem embarrassed to remain tethered to an industry built on cruelty and public subsidies.
Now Is Our Moment to Close Out this Spectacle
Greyhound racing is illegal in 44 states. Public opinion has shifted decisively against the industry. When voters in Florida — where the industry’s mass was concentrated — approved the ban, it signaled that it was only a matter of time before greyhound racing ended. But that’s the case only with intentional and focused advocacy and that’s what we’re bringing with GREY2K USA.
But until we get national legislation passed, the suffering continues in West Virginia. Thousands of dogs are still bred every year to replace those injured, killed, or discarded.
Races can be simulcast from other nations, and that allows U.S. gamblers, even though very few in number, to prop up these foreign tracks and keep the inhumane treatment alive.
By passing the Greyhound Protection Act, we can finally end commercial greyhound racing in the United States — and close the door on U.S.-based wagering that props up overseas cruelty.
Ending greyhound racing is within our grasp, but Congress needs to hear from you.
