New Orleans, LA – August 27th, 2025 – The Mississippi Center for Public Policy (MCPP), Mississippi’s free-market think tank, has been named winner of the Bob Williams Award for Biggest Home State Win at the State Policy Network’s annual conference in New Orleans.
MCPP, alongside Empower MS, has been recognized for playing a pivotal role in eliminating Mississippi’s state income tax.
The award, decided by a vote of state think tanks across the United States, celebrates MCPP’s transformative impact on Mississippi’s economic landscape. “It is an honor to have our peers nationwide acknowledge our efforts to move the dial in Mississippi,” said MCPP CEO Douglas Carswell.
During the acceptance speech, Carswell expressed gratitude to the Mississippi House Speaker, Jason White, and lawmakers who championed conservative principles to make this historic reform possible.
Mississippi is the first state since oil-rich Alaska in 1980 to eliminate its income tax, a landmark achievement driven by MCPP’s advocacy. Over the past five years, MCPP has been instrumental in advancing a series of free-market reforms, including significant labor market deregulation in 2021, flat tax reform in 2022, and pioneering school funding reform in 2024 to pave the way for school choice.
“These free-market reforms are a potent combination, driving growth,” Carswell stated. “In the past five years, our state has experienced more economic growth than in the previous fifteen, positioning Mississippi as one of America’s fastest-growing states.”
Once considered an economic laggard, Mississippi is increasingly becoming a model for growth and opportunity.
